Homeland Security

Since the September 11, 2001 terrorist attacks, local governments across the country have been calling for the federal government to provide immediate assistance for our first responders - the police, fire, emergency and health personnel who protect us all. These are the people asked to be on the front lines in the war against terrorism every day in our cities, counties and towns.

Unfortunately, this has not become a priority for the Bush administration. Instead, the administration makes false promises of first responder help and has yet to provide enough federal help to local governments. Its priorities lie in a $115 billion tax cut while providing less than $5 billion in first responder aid.

As a former county executive, Congressman Ruppersberger understands that protecting communities against an unknown threat is a top priority for mayors, county executives and municipal managers. While different colors on the terror alert help all of us stay alert and focused, colors don't do anything to protect communities. Real and direct financial commitments do.

Rep. Ruppersberger believes the best way to provide this much needed help is through Homeland Security Block Grants that go directly to states and local governments. These grants would help local law enforcement, fire and emergency professionals get the equipment and training needed to prepare against an unknown threat. Grants would also help local governments establish and improve notification systems and disaster response systems that would be needed in the event of terrorist attack.

While our armed forces have our full support, the front lines of our homeland security are in our cities, counties and towns. But we must not loose sight of our mission here at home: the mission of our first responders.
