Links to Other Government Web Sites

Prohibitions

The CIA maintains a zero tolerance policy on harassment and discrimination. Accordingly, CIA.gov will not link to any Web site that contains content inconsistent with this zero tolerance policy.

Additionally, CIA.gov will not link to any Web site that requires payment or registration to view its content.

Finally, CIA.gov reserves the right to remove any link the CIA determines, in its sole discretion, is inconsistent with the Agency’s mission or any of its policies, is misleading, and/or that is no longer relevant to CIA.gov visitors.

Links to Non-Federal Web sites

In limited instances, CIA.gov may link to Web sites that are not government-owned or government-sponsored if these Web sites provide information and/or services that are not available on an official government Web site. Non-Federal Link Evaluation Criteria

Executive Order 12731, dated Oct. 17, 1990, as well as 5 CFR 2635.101(b)(8), require that government agencies act impartially and not give preferential treatment to any private organization or person. As such, every private organization or person requesting, in writing via our Contact CIA form, a link from CIA.gov to their Web site will be given equal consideration by the CIA to determine if the requested link meets the Agency’s policy for inclusion of external links on CIA.gov. The CIA.gov policy council evaluates all links similarly using a number of criteria, including the following:

• Is a link to the recommended Web site's content necessary for the CIA’s mission?

• Is the Web site relevant and useful to CIA.gov visitors or a segment of CIA.gov visitors?

• Does the recommended Web site complement existing information on CIA.gov?

• Does the recommended Web site provide community-level information or services of interest to CIA.gov visitors or a segment of CIA.gov visitors?

• Is the recommended Web site an official government-owned or supported Web site?

• Does the recommended Web site provide official government information or services?

• Does the recommended Web site violate or contain prominent links to Web sites that violate CIA’s Zero Tolerance of Harassment and Discrimination policy?
