Joseph Cirincione, This hearing marks the day Mr. Cirincione takes office as President of the Ploughshares Fund. He was most recently Vice President for National Security and International Policy at the Center for American Progress in Washington, DC.

Stephen A. Hildreth, Mr. Hildreth has been a Specialist in Missile Defense and Non-proliferation at the Congressional Research Service since 1985.

Baker Spring, Mr. Spring is the F.M. Kirby Research Fellow in National Security at the Heritage Foundation.

Stephen E. Flynn, Ph.D., CDR, USCG (ret), Dr. Flynn is the Jeanne J. Kirkpatrick Fellow for National Security Studies at the Council on Foreign Relations in New York.
