Administration Oversight

Congress has a responsibility under the Constitution to conduct oversight of the executive branch. The Committee on Government Reform has the specific responsibility to oversee whether laws and programs are being implemented and carried out in accordance with the intent of Congress and whether they should be continued, curtailed, or eliminated; the application, administration, execution, and effectiveness of laws and programs; and the organization and operation of federal agencies and entities having responsibilities for the administration and execution of laws and programs. As set forth in House Rule X, clause 4, the Committee also may, at any time, conduct investigations of any matter regardless of whether another standing committee has jurisdiction over the matter.

Business Meeting on H.R. 5600 and Hearing entitled, Legislative Branch Diversity Management Review

On Tuesday, September 16, 2008 at 2:00 p.m. in room 2154 of the Rayburn House Office Building the Subcommittee on Federal Workforce, Postal Service and the District of Columbia will hold a hearing entitled, “Legislative Branch Diversity Management Review” and a business meeting to mark up:

H.R. 5600 the “District of Columbia Court, Offender Supervision, Parole, and Public Defender Employees Equity Act of 2008.”

Immediately following the Business Meeting, the Subcommittee will hold an oversight hearing on the representation of women and minorities in executive level positions within legislative branch agencies.

BUSINESS MEETING ON H.R. 6322/HEARING ON H.R. 5600

On Tuesday, July 15, 2008 at 2:00 p.m. in room 2154 of the Rayburn House Office Building the Subcommittee on Federal Workforce, Postal Service and the District of Columbia will hold a hearing on H.R. 5600 and a business meeting to mark up:

H.R.6322, a bill introduced by Representative Eleanor Holmes Norton on June 19, 2008, “to amend the District of Columbia School Reform Act of 1995 to permit the District of Columbia government to exercise authority over the Public Charter School Board in the same manner as the District government may exercise authority over other entities of the District government.”

Immediately following the business meeting, the Subcommittee will hold a hearing to examine, “H.R. 5600: the District of Columbia Court, Offender Supervision, Parole, and Public Defender Employees Equity Act of 2008.”

Investing in the Future: Minority Opportunities and the Thrift Savings Plan.

The Subcommittee on Federal Workforce, Postal Service and the District of Columbia will hold a hearing entitled, “Investing in the Future: Minority Opportunities and the Thrift Savings Plan.”

The hearing will be held on Thursday, July 10, 2008, at 10:00 a.m. in room 2154 of the Rayburn House Office Building. The Subcommittee will discuss improving minority access in the management of the federal employee’s Thrift Savings Plan (TSP).

D.C. Water and Sewer Authority Oversight Hearing

The House Subcommittee on Federal Workforce, Postal Service and the District of Columbia will hold a hearing on the D.C. Water and Sewer Authority (DCWASA). The hearing will be held on Tuesday, April 15, 2008, at 2:30 p.m., in Room 2154 of the Rayburn House Office Building.

The hearing will examine DCWASA related issues ranging from the agency’s proposed capital improvement projects to developments in drinking water quality, service delivery, environmental protection and agency governance.

DCWASA is charged with the responsibility of providing drinking water distribution, wastewater collection and wastewater treatment services to the District of Columbia and wholesale wastewater treatment services to certain Maryland and Virginia suburban jurisdictions.

Managing Diversity of Senior Leadership in the Federal Workforce and Postal Service

The House Subcommittee on Federal Workforce, Postal Service, and the District of Columbia and the Senate Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia will hold a hearing entitled “Managing Diversity of Senior Leadership in the Federal Workforce and Postal Service” on Thursday, April 3, 2008 at 2:00 p.m. in Room 2154, Rayburn House Office Building.

The hearing will examine the views of various governmental and non-governmental officials on the “Senior Executive Service Diversity Assurance Act” (H.R. 3774 and S. 2148). The hearing will also discuss efforts within the Executive Branch and Postal Organizations to create a diverse senior executive service as part of a larger strategy to improve the overall diversity of their respective workforces.
