On Thursday, March 8, the Subcommittee on Federal Workforce, Postal Service, and the District of Columbia held a hearing to examine the costs, design, implementation, and training related to new personnel systems at such agencies as the Departments of Defense and Homeland Security, the Transportation Security Administration, and the Government Accountability Office.

The U.S. Postal Service 101

The Subcommittee on Federal Workforce, Postal Service, and the District of Columbia held a hearing on the U.S. Postal Service. In 2006, the USPS delivered over 213 billion pieces of mail to over 146 million delivery points at a cost of $72 billion. The subcommittee's hearing was an overview of the USPS's operation and business practices; mail growth and delivery services; and infrastructure and realignment.

Joint Hearing on the Government Accountability Office's Personnel Reform Efforts

The House Subcommittee on Federal Workforce, Postal Service, and the District of Columbia and the Senate Subcommittee on Government Management, the Federal Workforce, and the District of Columbia held a joint hearing on GAO personnel reforms. The hearing examined the implementation of GAO’s Human Capital Reform Act of 2004, the market-based compensation study conducted by Watson Wyatt Worldwide for GAO, and the performance ratings of African-Americans at GAO.

Chairman Davis Introduces Key Legislation

On Monday, September 17, 2007, Rep. Danny K. Davis (D-IL) introduced the “Federal Merit System Reauthorization Act.  The Act reauthorizes the Office of Special Counsel (OSC) and the Merit System’s Protection Board (MSPB) for three years.  The shorter reauthorization period will allow Congress to review OSC’s and MSPB’s implementation of the new provisions in the Act before being reauthorized for a longer period of time.

Chairman Davis Introduces H.R. 3774, Senior Executive Service Diversity Assurance Act

This legislation will establish within the Office of Personnel Management a “Senior Executive Service Resource Office” (SESRO) to ensure that the Senior Executive Service “reflects the Nation’s diversity.” The office will have the responsibility and the power to “prescribe regulations and provide guidance to agencies concerning the structure, management, and diverse composition of the Senior Executive Service.”

Congressman Danny K. Davis (D-Illinois)and Senator Daniel K. Akaka (D-Hawaii) today introduced the Federal Labor-Management Partnership Act of 2007 in the Senate and House, to improve the working relationships between labor unions and federal agencies. The legislation reestablishes the National Labor-Management Partnership Council established by former President Bill Clinton in 1993 with Executive Order 12871.

Senior Executive Service Report Finds That Women and Minorities are Underrepresented in Most Legislative Branch Agencies

Senior Executive Service (SES) officials are the most experienced segment of the federal government’s career workforce. Racial and gender diversity in federal agencies’ SES ranks can bring a variety of perspectives and approaches to policy development and implementation. This report, for the first time, analyzes the racial and gender diversity of the SES corps in six legislative branch agencies: the Government Accountability Office (GAO), the Library of Congress (LOC), the Congressional Budget Office (CBO), the Government Printing Office (GPO), the Capitol Police, and the Architect of the Capitol (AOC).
