Chairman Davis Introduces Labor-Management Partnership Act

Congressman Danny K. Davis (D-Illinois)and Senator Daniel K. Akaka (D-Hawaii) today introduced the Federal Labor-Management Partnership Act of 2007 in the Senate and House, to improve the working relationships between labor unions and federal agencies. The legislation reestablishes the National Labor-Management Partnership Council established by former President Bill Clinton in 1993 with Executive Order 12871.

Doing Time: Are DC Prisoners Being Adequately Prepared for Re-Entry?

On October 16 at 2:00 p.m. in 2154 Rayburn House Office Building, the subcommittee will hold a hearing examining the reentry preparations used for prisoners into society.

Chairman Davis Introduces H.R. 3774, Senior Executive Service Diversity Assurance Act

This legislation will establish within the Office of Personnel Management a “Senior Executive Service Resource Office” (SESRO) to ensure that the Senior Executive Service “reflects the Nation’s diversity.” The office will have the responsibility and the power to “prescribe regulations and provide guidance to agencies concerning the structure, management, and diverse composition of the Senior Executive Service.”

Chairman Davis Introduces Key Legislation

On Monday, September 17, 2007, Rep. Danny K. Davis (D-IL) introduced the “Federal Merit System Reauthorization Act.  The Act reauthorizes the Office of Special Counsel (OSC) and the Merit System’s Protection Board (MSPB) for three years.  The shorter reauthorization period will allow Congress to review OSC’s and MSPB’s implementation of the new provisions in the Act before being reauthorized for a longer period of time.

On Thursday, June 7, 2007, at 2:00 p.m., in 2247 Rayburn House Office Building, the Federal Workforce, Postal Service, and the District of Columbia Subcommittee held a hearing entitled, “DC Autonomy.”  The hearing examined H.R. 733, the “District of Columbia Budget Autonomy Act of 2007” and H.R.1054, the “District of Columbia Legislative Autonomy Act of 2007.

Joint Hearing on the Government Accountability Office's Personnel Reform Efforts

The House Subcommittee on Federal Workforce, Postal Service, and the District of Columbia and the Senate Subcommittee on Government Management, the Federal Workforce, and the District of Columbia held a joint hearing on GAO personnel reforms. In 2006, the USPS delivered over 213 billion pieces of mail to over 146 million delivery points at a cost of $72 billion. The subcommittee's hearing was an overview of the USPS's operation and business practices; mail growth and delivery services; and infrastructure and realignment.

Subcommittee Holds Hearing on Federal Personnel Systems

On Thursday, March 8, the Subcommittee on Federal Workforce, Postal Service, and the District of Columbia held a hearing to examine the costs, design, implementation, and training related to new personnel systems at such agencies as the Departments of Defense and Homeland Security, the Transportation Security Administration, and the Government Accountability Office.
