Emergency Management Assistance Compact (EMAC): Overview, prepared by the National Emergency Management Association (NEMA), presents a description of EMAC. EMAC is a national interstate mutual aid agreement that enables States to share resources during times of disaster. Since the 104th Congress ratified the compact, EMAC has grown to become the Nation's system for providing mutual aid through operational procedures and protocols that have been validated through experience. EMAC is administered by NEMA, the National Emergency Management Association.

The Homeland Security Exercise and Evaluation Program (HSEEP) is a capabilities and performance-based exercise program that provides a standardized policy, methodology, and language for designing, developing, conducting, and evaluating all exercises. HSEEP also facilitates the creation of self-sustaining, capabilities-based exercise programs by providing tools and resources such as policy and guidance, training, technology, and direct exercise support. This blended approach to HSEEP implementation promotes exercise expertise, while advancing a standardized means of assessing and improving preparedness across the Nation. HSEEP provides common processes, consistent terminology, tools, and policies that are practical and flexible for all exercise planners. The HSEEP Volumes deliver exercise program guidelines that capture lessons learned and best practices of existing exercise approaches, while suggesting strategies that align exercise programs within a broader spectrum of preparedness activities, such as training, planning, and equipment purchases. The HSEEP approach can be adapted to a variety of scenarios and events.

The mission of the Homeland Security Information Network (HSIN) is to provide a national secure and trusted platform for information sharing and collaboration between Federal, State, local, tribal, territorial, private-sector, and international partners engaged in preventing, protecting against, responding to, and recovering from all threats, hazards, and incidents within the authority of DHS.

The National Exercise Program (NEP) provides a framework for prioritizing and coordinating Federal, Regional and State exercise activities, without replacing any individual department or agency exercises. The NEP enables Federal, State and local departments and agencies to align their exercise programs. This alignment is achieved by issuing annual NEP exercise planning guidance derived from a strategic review of risks (threats, hazards, vulnerabilities and operational risks), and by outlining a five-year schedule of NEP tiered exercises.

National Infrastructure Protection Plan (NIPP) and supporting Sector-Specific Plans (SSPs) provide a coordinated approach to critical infrastructure and key resources (CIKR) protection roles and responsibilities for Federal, State, local, tribal, and private-sector security partners. The NIPP sets national priorities, goals, and requirements for effective distribution of funding and resources which will help ensure that our government, economy, and public services continue in the event of a terrorist attack or other disaster.

National Preparedness Guidelines establish a vision for national preparedness and provide a systematic approach for prioritizing preparedness efforts across the Nation. These Guidelines focus policy, planning and investments at all levels of government and the private sector. The Guidelines replace the Interim National Preparedness Goal and integrate recent lessons learned.

National Strategy for Pandemic Influenza guides our preparedness and response to an influenza pandemic, with the intent of (1) stopping, slowing or otherwise limiting the spread of a pandemic to the United States; (2) limiting the domestic spread of a pandemic, and mitigating disease, suffering and death; and (3) sustaining infrastructure and mitigating impact to the economy and the functioning of society.
