Overview:
Bill oversees the scientific and technical programmatic aspects of a competitive grants program that provides funding opportunities to small businesses developing products, processes and services for the diverse communities served by the USDA; facilitates the peer review process for the funding of SBIR projects; public and private sector outreach; and post-award project management; serves as a CSREES representative to the Specialty Crops Regulatory Initiative (biotechnology) and to the USDA Energy Council (renewable energy).
