Commanding Officers Message

Our mission is to be a strategic resource for operational analysis and technology development that enhances Coast Guard (CG) mission execution and asset acquisition. 
The Center’s staff of 78 civilian and 27 military professionals is focused on supporting Coast Guard operations and is excited about our recent move to the Acquisition Directorate. We are constantly making improvements and remain determined to:
  • Leverage our experience to improve all CG programs & operations
  • Be full partners in the acquisition process
  • Provide decision-making tools for CG decision makers
  • Be the go-to organization for CG operational analysis & requirements generation
  • Be a developer of new CG operational capabilities
  • Be active partners with other government agencies
  • Be the R&D contracting center of excellence
This is a season of change for the R&D Center. We recently moved with our HQ program manager (CG-926) to the Acquisition Directorate, are undergoing an A-76 Competitive Sourcing review of our technical and support functions, and are developing plans to move to new office spaces in New London, CT.
 
The R&D Center’s projects have direct application to Coast Guard operations. For example, current projects include:
  • Pre-acquisition technical development, temporary operations support, and analysis of performance for the Nationwide Automatic Identification System, a major acquisition project.
  • Independent technical analysis and operational effectiveness modeling to support Deepwater UAS decisions.
  • Developing and fielding a Maritime Biometric Identification System that integrates DHS identification initiatives to provide CG boarding teams the capability to identify potentially dangerous individuals.
  • Developing tactics, techniques and procedures for limited responses to contaminated environments that support the CG’s WMD Response Pilot Program with test and evaluation.
  • Developing a Boarding Team Communications System that provides voice, data and video connectivity and allows boarding team members to communicate with their boarding officer and cutter while searching large steel-hulled vessels. 
There are many more valuable projects … at any given time we are working on over 80 projects that support maritime operations and regulatory programs for the Coast Guard and other agencies.
