RAYMOND A. PAGLIARINI, JR.

Prior to Mr. Pagliarini’s pending appointment as Assistant Administrator, Human Resources, Drug Enforcement Administration, he was appointed to the Senior Executive Service position of Director, Personnel Staff and Deputy Chief Human Capital Officer, Justice Management Division, United States Department of Justice. Mr. Pagliarini has over 32 years, of Federal service, 29 of which are in the area of human resources management. In addition to his time served at the Department of Justice, Mr. Pagliarini served in a full range of human resources specializations and leadership positions in the Departments of Agriculture, Commerce, and Transportation.

Serving as the Director, Personnel Staff, Justice Management Division, Mr. Pagliarini was responsible for the providing leadership and direction for a comprehensive human resources management initiative for the Department of Justice. As Deputy Chief Human Capital Officer, Mr. Pagliarini led the development and implementation of the Department’s Human Capital Strategic Plan, Mission First Linking Strategy to Success, 2007-2012. It was under Mr. Pagliarini’s leadership that human resources officers, representing each component organization, joined together to partner and work collaboratively to create a comprehensive Departmental strategic plan. This collaborative partnership was the first of its kind within the Department’s human resources community.

From 1992 to 2006, Mr. Pagliarini served the Maritime Administration, Department of Transportation, in human resources and human capital management. During his last five years with the Maritime Administration, Mr. Pagliarini served as the Director, Human Resources and the Chief Human Capital Officer. In 1998, Mr. Pagliarini was awarded the Maritime Administrator’s Bronze Medal for outstanding leadership and dedication in delivering and effective national human resources program. In 2000, Mr. Pagliarini was recognized by the Secretary of Transportation by receiving the Secretary’s Silver Medal for his outstanding leadership in the area of workforce analysis and strategic human capital planning.

Mr. Pagliarini was born in Providence, Rhode Island. He earned a Bachelor’s Degree from the University of Rhode Island in Agricultural Research and Technology in 1977. In 2003, while serving in the Maritime Administration, Department of Transportation, Mr. Pagliarini was selected to attend the Federal Executive Institute and successfully completed the Leadership for a Democratic Society Program which focused on developing Senior Executive Service core leadership qualifications.

Mr. Pagliarini continued to refine his executive core competencies by furthering his formal education. In 2005, he earned a Masters Degree in Organizational Development and Knowledge Management from George Mason University’s School of Public Policy. In 2006, Mr. Pagliarini was certified in Workplace and Conflict Resolution Mediation from the Virginia Mediation Services – George Mason University. Also, in 2006, the Journal of Organizational Change Management published Mr. Pagliarini’s review of the book entitled: The World Café – Shaping Our Futures Through Conversations That Matter, by Juanita Brown and David Isaacs.

Mr. Pagliarini has been recognized for his outstanding contributions and leadership in the area of Federal human capital management. He lives in northern Virginia with his wife Lori and has a daughter Amanda residing in Charlotte, North Carolina.
