A critical responsibility of the OIP program is to provide training and technical
information needed by other nations to develop and maintain a modern and effective
export control system
The OIPTIC Training Program was established in 1996 to provide training and technical information to cooperating countries in the fields of nonproliferation and export controls. The OIP is preparing to offer 18 courses covering the full range of functional areas comprising a modern export control system.
As shown in Table 1, the major components to an export control system can be summarized in six areas. The OIP program is delivering courses tailored to the background and needs of three major audiences. First, several courses have been developed for a visiting nation's most senior executives and parliamentary officials. These "foundation" courses are brief, lasting just an hour or two, and provide an overview of the export control function and how it should be structured and supported to ensure effective implementation.
Second, the OIP provides "basic" courses which contain more detailed information about each functional area. The basic courses are for mangers tasked with overseeing the day-to-day operation of one or more components of their country's export control system. The basic courses, tend to run from half a day to a full day.
Finally, the OIP program also provides actual job skills training for operational personnel. These intensive and highly structured courses last a full week. Participants gain extensive learning and skills development through completion of a set of lectures, discussions, computer-based exercises, role plays, and simulations.
