for DHRD-Services
Employees - FY 2008
1. United States
Constitution
-- Section 111 of
Title I, Division
J, of the Fiscal
Year 2005 Consolidated
Appropriations Act
(Pub. L. 108-447),
enacted into law
on December 8, 2004
requires the head
of each Federal
agency or department
each year to: 1)
provide each new
employee of the
agency or department
with educational
and training materials
concerning the United
States Constitution
as part of the orientation
materials provided
to the new employee;
and, 2) provide
educational and
training materials
concerning the United
States Constitution
to each employee
of the agency or
department each
year.
2. Civil Rights
Training --
USDA mandates that
for each year, every
employee will need
to complete specific
Civil Rights training.
For FY 2008, there
are two courses,
Reprisal and Reasonable
Accommodation.
For new employees,
the 2008 courses
are available on
AgLearn.

3. USDA IT Security
Awareness and Privacy
Basics Training
-- The Federal
Information Security
Management Act (FISMA)
requires that all
Federal employees,
contractors and
other users of USDA
information systems
are required to
complete awareness
training each year.
The purpose of this
training is to inform
employees of the
information security
risks associated
with their activities
and their responsibilities
in complying with
agency policies
and procedures designed
to reduce those
risks.
For 2008, there
are two separate
courses: USDA Computer
Security Awareness
Training FY 2008,
and USDA Privacy
Basics FY2008.
For new employees,
the 2008 courses
are available on
AgLearn.

4. Supervisory
Training --
DHRD-serviced probationary
supervisors should
complete supervisory
training within
the first 12 months
of their supervisory
appointment.
5. Ethics Training
for Confidential
and Public Financial
Disclosure Report
Filers
Annual Training--Annual
ethics training
is mandated for
Federal employees
whose positions
require them to
file either a confidential
financial disclosure
report (SF-450)
or a public financial
disclosure report
(SF-278). Filers
are required to
complete 1 hour
of online ethics
training by December
31 of each calendar
year. Training
modules are
developed by USDA's
Office of Ethics.
New Employees--The
Office of Government
Ethics (OGE) require
that each new employee
be given a minimum
of 1 hour of official
time within (30)
days of appointment
to review the Standards
of Ethical Conduct
for Employees of
the Executive Branch
and other ethics
guides. The new
employee orientation
module is developed
by USDA's Office
of Ethics.
Employees Leaving
Federal Service--In
addition, all financial
disclosure report
filers who are considering
leaving the Federal
government (as well
as any other USDA
employees who wish
to do so) should
review the "Basic
Post Employment
Restrictions"
module located.
6. Supervisor
Safety Training
-- USDA is required
by Federal Regulation
(29 CFR 1960 and
the Occupational
Safety and Health
Administration (OSHA)
to provide supervisors
with safety training.
This course meets
those requirements
and provides the
supervisor with
the information
needed to better
understand what
is expected of them
with regard to safety,
health, and environmental
regulations. Employees
will need a USDA
eAuthentication
Level 2 User ID
in order to register
for this course
on AgLearn.
New supervisors
should be trained
as soon as possible
after assuming supervisory
duties. Refresher
training should
occur if there are
changes in the supervisor's
career (upwards)
because the authorities/roles
of managers/directors
are different than
a front-line supervisor.

Training requires
approximately 2.5
hours to complete,
and certificates
are printable upon
completion of an
end-of-course test
with a score of
70% or higher, which
will satisfy the
OSHA training requirements.
7. Emergency
Response Basic Training
-- To ensure the
preparedness of
our Agency, the
Secretary of Agriculture
has mandated that
all USDA employees,
regardless of job
series or classification,
become familiar
with basic Incident
Command System (ICS)
concepts and structure.
Therefore, all employees
must complete this
ONE-TIME training
requirement of
the two basic courses
ICS 100 and ICS
200, which are available
through "AgLearn".
Employees will need
a USDA eAuthentication
Level 2 User ID
in order to register
for any AgLearn
courses. New
employees have
90 days from their
effective start
date to complete
the training. To
find the ICS courses
in AgLearn, type
"Incident Command
System" in
the "keywords"
field from the Simple
Catalog Search link
in the Catalog.
The training requires
approximately 2
hours per course,
and certificates
are printable upon
completion of an
end-of-course test
with a score of
70% or higher, which
will satisfy the
mandated training
requirements.
8. Requisition
Management Training
-- All Federal requisitioners,
funds approvers,
and contracting
officers (CO's)
who need to access
the new Integrated
Acquisition System
(IAS) are required
to complete a one-time
online training
in AgLearn entitled
"IAS: Requisition
Management Rev 2
Complete,"
which provides fundamental
instruction in the
use of the IAS.

Employees will need
a USDA eAuthentication
Level 2 User ID
in order to register
for this course
on AgLearn.
Two other courses
are also available
on IAS which are

and Functionality,"
which is recommended
because it shows
any changes made
in the last release
2.4; and "IAS:
Requisition Management
Rev 2;" which
is recommended for
CO's and Error Managers.
