Overview
The OSHA and ASSE Alliance focuses on using the organizations' collective expertise to help advance
a culture of prevention while sharing best practices and technical knowledge, especially in the
areas of ergonomics and reducing musculoskeletal disorders (MSDs) and motor vehicle safety. In
addition, the OSHA and ASSE Alliance is addressing issues that impact non-English speakers and youth
employees in the workplace and promoting the annual North American Occupational Safety & Health
(NAOSH) Week.

In addition to these formal meetings, the Alliance coordinators from each
organization, Todd Briggs and David Heidorn, spoke regularly to discuss and plan the activities and
programs listed under events and products.

Outreach and Communication Goals
- Sharing information through educational opportunities that provide the best and most up-to-date
information regarding ergonomics and MSDs.
During this evaluation period, no products or resources have been developed to meet this Alliance
goal.
- Seeking opportunities for ASSE members with industry-specific expertise in developing,
implementing, or improving ergonomic programs to participate in stakeholder groups and other forums,
and provide input into the development of ergonomic programs and MSD guidelines for the workplace.
Products
OSHA Construction Roundtable Workgroups
Representatives from ASSE participated in the Alliance Program's Construction Roundtable's Fall
Protection and Design for Safety Workgroups. The Workgroups are working to develop compliance
assistance and training materials for employers and workers in the construction industry including
safety tips sheets, PowerPoint® presentations, Web pages and case studies. The workgroups activities
include the following:

- Develop Fall Protection Safety Tip Sheets for employers and employees
- Provide comments on the "Fall Hazard Awareness for the Construction Industry" training course,
developed by OSHA's Office of Training and Education
- Develop tool box talks materials

- Develop a case study on "Designing for Safety"

Events
ASSE Professional Development Conference (PDC), Safety 2005, Ernest R. Morial Convention Center, New
Orleans, Louisiana, June 12-15, 2005
A professional certification workshop, "SH&E Careers in Government" was held June 15 at the 2005 PDC.
Panelists provided career development information for government employees in the safety, health and
environmental fields. The presenters discussed various paths and milestones that are common to
achieving professional level credentials and recognition. The panelists included representatives
from ASSE and OSHA and other Alliance participants, including the Board of Certified Safety
Professionals (BCSP) and the Washington Group International.
Promoting the National Dialogue on Workplace Safety and Health Goals
- Seeking joint opportunities to develop and disseminate information addressing ergonomics and MSDs
at conferences, events and/or through print and electronic media, including informational links from
OSHA's and ASSE's Web sites.
Products
ASSE Government Affairs Update
ASSE's e-newsletter is distributed on an as needed basis to ASSE's Chapter Chairs, leaders and
others interested in government affairs and recent regulatory and legislative activities. This
newsletter regularly includes information on the Alliance Program and OSHA's activities.
ASSE Alliance Program Web page
ASSE has continued to update its ASSE and OSHA Alliance Program Web page that the association posted
on its Web site. The page includes information on the Alliance and its activities. In addition, ASSE
linked to OSHA's Hurricane Recovery and Clean-Up Web page which provides safety and health
information on hurricane related hazards and topics including flooding, mold, heat stress and
electrical safety. Resources include QuickCards, fact sheets and public service announcements in
English and Spanish.
OSHA and ASSE Alliance Program Web Page
OSHA continues to update the OSHA and ASSE Alliance Program Web page on its Web site that contains
information on the Alliance, Products and Resources, Activities and Events, and Milestones and
Successes.
Publications and Newsletters
Information and news releases on the activities of the Alliance have appeared in publications
produced by OSHA including the Alliance Quarterly Review (AQR). In addition, information on the OSHA
and ASSE Alliance has been published in a number of safety and health publications. Please see the
chart in this report under "Alliance Program Reach" for additional information.
- Promoting opportunities to speak, exhibit and/or appear at conferences, local meetings, and/or
other events in order to demonstrate the effectiveness of ergonomic programs.
Events
ASSE PDC, Safety 2005, Ernest R. Morial Convention Center, New Orleans, Louisiana, June 12-15, 2005
During the ASSE's 2005 PDC in New Orleans, Louisiana, a number of OSHA's senior executive staff
spoke to the attendees during plenary and workshop sessions, including:
- Jonathan L. Snare, Acting Deputy Assistant Secretary, presented during a Plenary Session
- Joe Reina, and William V. Klingbeil from OSHA's Region VI were part of the workshop panel "VPP:
Leaders in Safety and Health Excellence"
- Paula White, Directorate of Cooperative and State Programs, presented "Cooperative Programs and
Compliance Assistance: An OSHA Update"
- Stew Burkhammer, P.E., CSP, OHST, Office of Construction Services, presented "OSHA Regulatory
Update (Construction Outreach)"
In addition, OSHA maintained an exhibit booth during the conference and distributed the Agency's
compliance assistance publications, OSHA and ASSE Alliance information and answered the attendees'
questions.
2005 North American Occupational Safety and Health (NAOSH) Week, May 1 – May 7, 2005
A Kick-off to 2005 North American Occupational Safety and Health (NAOSH) Week was held May 2, 2005,
at the U.S. Department of Labor in Washington DC. Acting Assistant Secretary Jonathan L. Snare,
USDOL-OSHA, Gene Barfield, President, ASSE, and Art Nordholm, Secretary, Canadian Society of Safety
Engineering made key-note presentations to help commemorate the week. Representatives from OSHA's
Federal Network for Young Worker Safety and Health (FedNet) attended the event and maintained
exhibit booths to distribute safety and health information and answer questions from the attendees.
Other Alliance Program participants also attended the event and were recognized by OSHA. The
National Safety Council, an Alliance Program participant, made a presentation at the Department of
Labor May 3 focusing on teen driver safety. The goal of the annual NAOSH Week is to focus the
attention of employers, employees, the general public and all partners in occupational safety,
health and the environment on the importance of preventing injury and illness in the workplace.
2006 NAOSH Week, April 30 – May 7, 2006
To build in the success of the 2005 NAOSH Week Kick-off, the OSHA and ASSE Alliance implementation
team held meetings on July 13, August 23, September 9 and November 16, 2005, to begin planning
events to kick-off and promote the 2006 NAOSH Week, April 30 - May 7, 2006 in Washington, D.C. and
around the country. Twenty-three OSHA Cooperative Program participants including twenty Alliances
have agreed to support NAOSH week through numerous efforts including distribution of 2006 NAOSH Week
promotional posters and linking to ASSE's 2006 NAOSH Week Web page.
- Results
During the third year of the OSHA and ASSE Alliance, the implementation team continued building on
the successes that resulted from the Alliance's first and second years. In addition, OSHA and ASSE
continued to address young worker and motor vehicle safety issues that the organizations agreed to
add to the Alliance's renewal agreement that was signed June 8, 2004 during the ASSE's 2004 Annual
PDC. Further, the organizations agreed to work together to promote NAOSH week through the renewal
agreement.
To meet the Alliance's goals, OSHA and ASSE continued a number projects that were started in the
Alliance's second year (e.g. NAOSH Week ) and continued to make presentations and exhibit to share
information about the Alliance and the issues that are being addressed by the agreement.
For example, on June 13 at ASSE's 2005 PDC in New Orleans, Louisiana, OSHA's Acting Assistant
Secretary Jonathan Snare spoke during the Plenary Session. On June 13, Paula White, OSHA, Director,
Directorate of Cooperative and State Programs made a presentation during a workshop, "Cooperative
Programs and Compliance Assistance: An OSHA Update." During her presentation, Ms. White provided an
overview of OSHA's cooperative programs and compliance assistance activities, discussed the
requirements for participation and shared the benefits of involvement from government and private
sector representatives. Also on June 13, Stew Burkhammer, OSHA's Director of the Office of
Construction Services, presented an "OSHA Regulatory Update" focusing on construction. Further, OSHA
had a booth in the exhibition hall.
In addition, the Alliance organized a professional certification workshop, "Supporting Safety,
Health and Environmental Careers in Government" during the 2005 PDC. The workshop was offered June
13 and provided career development information for government employees in the safety, health and
environmental fields. The presenters discussed various paths and milestones that are common to
achieving professional level credentials and recognition. The panelists included representatives
from ASSE and OSHA and other Alliance program participants, including the BCSP and the Washington
Group International.
The Association's chapters are continuing to recognize the value of working together with OSHA
through the Alliance Program and are signing agreements with OSHA's Regional and Area Offices.

September 21, 2004)
OSHA and the ASSE chapter are using their collective expertise to help protect employees' health and
safety, particularly in reducing and preventing exposure to trenching and excavation hazards.

IV. Upcoming Milestones
During the upcoming year, OSHA and ASSE will continue to work together through the Alliance to
provide employers, employees, OSHA staff and the public with safety and health information. For
example, during the ASSE's PDC, Safety 2006, June 11-14, 2006 in Seattle, Washington, a number of
senior level OSHA staff from OSHA's National and Regional Offices are planning to speak and hold
workshop sessions which are:
- Jonathan L. Snare, Deputy Assistant Secretary, will be presenting during a Plenary Session
- Paula White, Directorate of Cooperative and State Programs, will be presenting "OSHA VPP and
Strategic Partnerships…Results Through Cooperation," "OSHA Alliance's Design for Safety
Roundtable," "OSHA's Cooperative Programs" and "Selling VPP to Your Company."
- Stew Burkhammer, P.E., CSP, OHST, Office of Construction Services, will be presenting "OSHA
Construction Update"
- Elise Handelman, Directorate of Science, Technology and Medicine, will be presenting "Safety
Awareness for Young Workers"
- Ruth McCully, Dave Ippolito and John Ferris, Directorate of Science, Technology and Medicine,
will be presenting "OSHA's Emergency Preparedness and Response"
- Dorothy Dougherty, Directorate of Standards and Guidance and Richard Fairfax, Directorate of
Enforcement Programs, will be presenting "OSHA's Standards and Enforcement Update"
In addition, a special session will again be delivered "Supporting Safety
Health & Environmental Careers in Government" that will provide career development information for
government employees in the safety, health and environmental fields. The presenters will discuss
various paths and milestones that are common to achieving professional level credentials and
recognition. The panelists will include representatives from ASSE and OSHA and other Alliance
participants, including the BCSP and the Washington Group International.
OSHA will also maintain an exhibit booth during the conference and distribute the Agency's

The OSHA and ASSE Alliance will also be planning the 2006 NAOSH Week Kick-off event that will be

Society of Safety Engineering.
Paula White, Directorate of Cooperative and State Programs, will feature information on the
activities of the OSHA and ASSE Alliance during a presentation at ASSE's National Chapter meeting
February, 16, 2006 in Washington, DC. She will also update the group on OSHA's compliance assistance
and cooperative program outreach and training activities.
In addition, the Alliance implementation team is planning on using information that has been
developed through ASSE's motor vehicle safety white papers to develop fact sheets and informational
products for employers, employees and the public.
