Overview
The OSHA and ASSE Alliance focuses on using the organizations' collective expertise to help advance
a culture of prevention while sharing best practices and technical knowledge, especially in the
areas of ergonomics and reducing musculoskeletal disorders (MSDs) and motor vehicle safety. In
addition, the OSHA and ASSE Alliance is addressing issues that impact non-English speakers and youth
employees in the workplace and promoting the annual North American Occupational Safety & Health
(NAOSH) Week.

In addition to these formal meetings, the Alliance coordinators from each
organization, Todd Briggs and David Heidorn, spoke regularly to discuss and plan the activities and
programs listed under events and products. Todd Briggs and Diane Hurns also spoke regularly to
discuss and plan NAOSH Week-related activities such as the 2006 and 2007 NAOSH Week Kick-off events
at the Department of Labor.

Outreach and Communication Goals
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA's and the ASSE's Web sites)
to employers and employees.
Products
ASSE/OSHA Alliance Program Web Page
ASSE has continued to update its ASSE/OSHA Alliance Program Web page that the association posted on
its Web site. The page includes information on the Alliance and its activities and other OSHA
compliance assistance resources such as QuickCards, fact sheets and public service announcements in
English and Spanish.

OSHA continues to update the OSHA and ASSE Alliance Program Web page on its Web site. The page
contains information on the Alliance's products and resources, activities and events, and milestones
and successes.
Safety and Health Topics Pages
The following representatives from ASSE serve on the editorial boards of the following two Safety
and Health Topics pages:

Mr. Hansen also reviewed and provided OSHA with comments during the page's development. The page was

Publications and Newsletters
Information and news releases on the activities of the OSHA and ASSE Alliance have appeared in
publications produced by OSHA, including the Alliance Quarterly Review
(AQR). Information on the OSHA and ASSE Alliance has also been published in a number of safety and
health print and electronic publications such as Compliance & Safety News
and Bureau of National Affairs (BNS) Occupational Safety and Health Reporter.
In addition, ASSE's e-newsletter, Government Affairs Update, is
distributed on an as needed basis to ASSE's Chapter Chairs, leaders, OSHA and others interested in
government affairs and regulatory and legislative activities. The newsletter regularly includes
information on the Alliance Program and OSHA's activities. Please see the chart in this report under
"Alliance Program Reach" for additional information.
- Speak, exhibit, or appear at OSHA's or ASSE's conferences, local meetings, or other events such as
ASSE's annual Professional Development Conference.
Events
ASSE National Capitol Chapter Meeting, Washington, DC, February 16, 2006
Jonathan L. Snare, OSHA's then Acting Assistant Secretary, provided information on the activities of
the OSHA and ASSE Alliance during a presentation at ASSE's National Chapter meeting February, 16,
2006 in Washington, DC. Mr. Snare also updated the group on OSHA's compliance assistance and
cooperative program outreach and training activities.
ASSE Professional Development Conference (PDC), Safety 2006, Washington State Convention and Trade
Center, Seattle, Washington, June 11-14, 2006
During the ASSE's 2006 PDC in Seattle, Washington, a number of OSHA's staff members spoke to the
attendees during plenary and workshop sessions, including:
- Edwin G. Foulke, Jr., Assistant Secretary, presented during a Plenary Session.
- Stewart Burkhammer, P.E., CSP, OHST, Director, Office of Construction Services, Directorate of
Construction presented, "OSHA Construction Update" and "Designing for Construction Worker Safety."
- Paula O. White, Director, Directorate of Cooperative and State Programs, presented "OSHA's
Cooperative Programs and Partnerships."
- Dorothy Dougherty, then Acting Director, Directorate of Standards and Guidance and Richard
Fairfax, Director, Directorate of Enforcement Programs presented "OSHA's Standards and Enforcement
Update."
- Ruth McCully, Director, Directorate of Science, Technology and Medicine (DSTM); John Ferris,
Special Assistant, DSTM; Dave Ippilito, Director, Office of Science and Technical Assessment, DSTM
presented "OSHA's Emergency Preparedness and Response."
- Elise Handelman, Director, Office of Occupational Health Nursing, DSTM, presented "Safety
Awareness for Young Workers."
In addition, OSHA maintained an exhibit booth during the conference and distributed the Agency's
compliance assistance publications, OSHA and ASSE Alliance information and answered the attendees'
questions.
2007 North American Occupational Safety and Health (NAOSH) Week Kick-off, May 6 – May 12, 2007,
Department of Labor, Washington, DC
To build on the success of the 2006 NAOSH Week Kick-off, the OSHA and ASSE Alliance implementation
team held a meeting in December 2006 to begin planning events to kick-off and promote 2007 NAOSH
Week, May 6 – May 12, 2007, in Washington, D.C. and around the country. Over twenty Alliance Program
participants, such as the Precision Metalforming Association, the Independent Electrical
Contractors, Inc and the Coordinating Committee for Automotive Repair are supporting 2007 NAOSH week
through numerous efforts including distribution of 2007 NAOSH Week promotional posters and linking
to ASSE's 2007 NAOSH Week Web page.
- Share information among OSHA personnel and industry safety and health professionals regarding
ASSE's best practices or effective approaches and publicize results through outreach by ASSE and
through OSHA- or ASSE- developed materials, training programs, workshops, seminars, and lectures (or
any other applicable forum).
During this evaluation period, no products or resources have been developed to meet this Alliance
goal.
- Work with other Alliance participants on specific issues and projects that are addressed and
developed through the Alliance Program.
2006 North American Occupational Safety and Health Week Kick-off, May 2 – May 8, 2006, Department of
Labor, Washington, DC
A Kick-off to 2006 North American Occupational Safety and Health (NAOSH) Week was held May 1, 2006,
at the U.S. Department of Labor in Washington DC. Assistant Secretary Edwin G. Foulke, Jr.,
USDOL-OSHA, Jack H. Dobson, Jr., then President, ASSE, and Art Nordholm, Secretary, Canadian Society
of Safety Engineering made keynote presentations to help commemorate the week. Twenty-three OSHA
cooperative program participants including twenty Alliances, such as the Independent Electrical
Contractors, Inc., the National Federation of Independent Business and the Board of Certified Safety
Professionals, supported NAOSH week through numerous efforts including distribution of 2006 NAOSH
Week promotional posters and linking to ASSE's 2006 NAOSH Week Web page. The goal of the annual Week
is to focus the attention of employers, employees, the general public and all partners in
occupational safety, health and the environment on the importance of preventing injury and illness
in the workplace.
Design for Construction Safety Slide Presentation
John Mroszczyk, with other OSHA Alliance Program participants including Mike Toole, presented
"Designing for Construction Safety" at the following conferences and meetings:
- 2006, 2006 ASSE Professional Development Conference, Seattle, Washington
- 22nd Annual National Voluntary Protection Program Participants' Association Conference, Orlando,
Florida
- 2006 National Safety Congress and Expo, San Diego, California
The "Designing for Construction Safety" presentation was developed by the Alliance Program's
Construction Roundtable's Design for Safety Workgroup.
- Encourage ASSE's chapters to build relationships with OSHA's Regional and Area Offices to address
health and safety issues.
Regional and Area Office Alliances
The following OSHA Regional and Area Offices and ASSE Chapter Alliances were signed during the
current reporting period:
- Region IV, Birmingham and Mobile, Alabama Area Offices and the Alabama and
Mississippi Chapters of ASSE, signed October 10, 2006
Through the Alliance, OSHA and ASSE are working to provide career/technical education teachers,
students, and others with information, guidance, and access to training resources that will help
them protect the health and safety of career/technical education students and educators,
particularly in reducing and preventing youth workers exposure to the prevalent work hazards in the
workplace and school laboratory environment.
- Region IV, Atlanta-East, Atlanta-West and Savannah Area Offices and the Georgia Chapter of ASSE,
signed June 19, 2006
Through the Alliance, OSHA and ASSE are working to provide career/technical education teachers,
students and others with information, guidance and access to training resources that will help
protect career/technical education students' health and safety, particularly in reducing and
preventing youth workers exposure to hazards in the construction industry, and general industry
hazards.
- Region II, Buffalo, New York Area Office and the Niagara Frontier Chapter of ASSE, signed April
17, 2006
Through the Alliance, OSHA and ASSE are working to provide non-English speaking Hispanic workers
with information, guidance, and access to training resources that will help them protect workers'
safety and safety, particularly in reducing and preventing exposure to work-related hazards such as
chemical, electrical, falls, excavations, amputations and exposure to lead and silica.
- Region II, Avenel, Hasbrouck Heights, Marlton and Parsippany Area Offices and the Penn-Jersey
Chapter of ASSE, signed April 26, 2006
Through the Alliance, OSHA and ASSE are working to provide all young workers and non-English
speaking Hispanic workers with information, guidance, and access to training resources that will
help them protect workers' safety and health, particularly in reducing and preventing exposure to
work-related hazards such as chemical, electrical, falls, excavations, amputations and exposure to
lead and silica.
The following OSHA Regional and Area Offices and ASSE Chapter Alliances were signed before the
current period and are ongoing:
- Region IV, Atlanta-East, Atlanta-West and Savannah Area Offices and the Savannah Chapter of ASSE,
signed May 27, 2005 (This Alliance is an addendum to the Trench Safety Task Force Alliance signed
September 21, 2004)
OSHA and the ASSE chapter are using their collective expertise to help protect employees' health and
safety, particularly in reducing and preventing exposure to trenching and excavation hazards.
- Region I Concord Area Office and the Granite State Chapter of ASSE, signed March 28, 2005
Through the Alliance, the organizations are helping to advance a culture of prevention while sharing
best practices and technical knowledge, especially in the area of ergonomics and reducing
musculoskeletal disorders (MSDs), construction safety, and bloodborne pathogens.
- Region, IV, Birmingham Area Office, Jefferson County School System (JCSS) and the ASSE, signed May
26, 2004
OSHA, JCSS, and the ASSE, are providing JCSS employees and others with information, guidance, and
access to training resources in order to help protect employees' health and safety, particularly in
reducing and preventing youth workers exposure to the prevalent work hazards associated with fields
of occupation such as (but not limited to) home care, beauty care, office administration, drafting,
industrial maintenance, automotive maintenance, heating and air conditioning mechanics, welding,
woodworking, and general construction. An example of the work hazards include musculoskeletal
disorders (MSDs), bloodborne pathogens, falls, chemical exposure, machine guarding, electrical, and
material handling.

Chapter of ASSE (Metro ASSE), signed March 10, 2004
Through the Alliance, the organizations are providing non-English speaking Hispanic workers with

and health, particularly in reducing and preventing exposure to work-related hazards such as
chemical, electrical, falls, excavations, and amputations.
- OSHA Region I and the New England Chapters of the American Society of Safety Engineers (NEA ASSE),
signed December 2, 2003
Through the Alliance the organizations are providing NEA ASSE members and others with information,
guidance, and access to training resources to help them protect employees' health and safety,
particularly in reducing and preventing exposure to occupational safety hazards such as those
associated with machinery operations, electrical equipment, lockout/tagout systems, confined spaces,
powered industrial trucks and fall protection.
- OSHA Houston North and South Area Offices, ASSE - Gulf Coast Chapter, Texas Engineering Extension
Service and the Houston Independent School District (HISD), signed May 7, 2003
Through the Alliance, the organizations are using their collective expertise to help foster a
culture of prevention while sharing best practices and technical knowledge and promoting
occupational safety and health for students of HISD who may be employed or soon to be employed to
increase hazard recognition and elimination of potential hazards and/or injuries.
Promoting the National Dialogue on Workplace Safety and Health Goals
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on safety and
health issues to help forge innovative solutions in the workplace or to provide input on safety and
health issues.
Events
OSHA Construction Roundtable Workgroups
Representatives from ASSE continued to participate in the Alliance Program's Construction
Roundtable's Fall Protection and Design for Safety Workgroups. The Workgroups are developing
compliance assistance and training materials for employers and workers in the construction industry
including safety tips sheets, slide presentations, Web pages and case studies. The workgroups'
activities include the following:
Fall Protection Workgroup
- Finalized Fall Protection Safety Tip Sheets for employers and employees
- Finalized "Fall Hazard Awareness for the Construction Industry" training course, developed by
OSHA's Office of Training and Education
- Developing tool box talks materials for ladders
Design for Safety Workgroup
- Developed a slide presentation on "Designing for Construction Safety" and presenting it at
conferences and meetings
- Developed a "Design for Safety" Web page
- Developing a case study on "Designing for Safety"
The Business of Small Business Forum Series, April 28, 2006; September 19, 2006, Washington, DC
Representatives from ASSE participated in the Agency's The Business of Small Business Forum Series.
The goal of the sessions is to provide a learning opportunity where OSHA officials and staff hear
first-hand from small business owners about the impact of safety and health regulations and the
value of compliance assistance programs such as On-site Consultation and its Safety and Health
Achievement Recognition Program (SHARP).
Promoting the Globally Harmonized System for the Classification and Labeling of
Chemicals (GHS) Workgroup, October 25, 2006, Washington, DC
ASSE representatives participated in the October 25, 2006 Alliance Program Hazard Communication
Roundtable's Promoting the GHS Workgroup meeting, in Washington, DC. During the Workgroup meeting,
representatives from 15 Alliance Program participants identified compliance assistance tools and
products to educate the public, particularly small businesses, about the GHS. They also provided
recommendations on the target audiences, subjects and formats of and methods for distributing the
information. The meeting was held as a follow-up to the February 15, 2005 Alliance Program Hazard
Communication Roundtable and the August 1, 2005 promoting the Globally Harmonized System for the
Classification and Labeling of Chemicals Workgroup meeting.
- Results
During the fourth year of the OSHA and ASSE Alliance, OSHA and ASSE renewed the Alliance agreement
June 12, 2006 and to continue to help advance a culture of prevention while sharing best practices
and technical knowledge, especially in the areas of ergonomics and reducing musculoskeletal
disorders (MSDs) and motor vehicle safety.
To meet the Alliance's goals, OSHA and ASSE continued a number projects that were started in the
Alliance's third year and made presentations and exhibited at conferences to share information about
the agreement, its goals and products.
For example, on June 12, 2006, at ASSE's 2006 PDC in Seattle, Washington, OSHA's Assistant Secretary
Edwin G. Foulke, Jr. delivered a Plenary Session presentation focusing on OSHA's compliance
assistance and cooperative programs and the activities of the OSHA and ASSE Alliance. On June 12,
Paula White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, made a
presentation during a workshop, "Cooperative Programs and Partnerships." During her presentation,
Ms. White provided an overview of OSHA's cooperative programs, discussed the requirements for
participation and shared the benefits of involvement from government and private sector
representatives. Also Stewart Burkhammer, Director, Office of Construction Services, USDOL-OSHA,
presented "OSHA Construction Update" on June 12 and "Designing for Construction Worker Safety" on
June 14. During the workshop, presenters used the slide presentation developed by the Alliance
Program's Construction Roundtable's Design for Safety Workgroup. Further, OSHA had a booth in the
exhibition hall and distributed copies of the Agency's compliance assistance and cooperative program
materials and answered questions from the PDC's attendees.
OSHA and ASSE continued to work together to promote NAOSH week through the renewal agreement. OSHA
and ASSE worked together to sponsor a 2006 NAOSH Week Kick-off May 1, 2006, at the Department of
Labor in Washington, DC and have begun planning for the 2007 NAOSH Week Kick-off event.
In addition, ASSE representatives participated in the Alliance Program's Construction Roundtable's
Fall Protection and Design for Safety Workgroups to develop compliance assistance and training
materials for employers and workers in the construction industry. John Mroszczyk, a member of the
Design for Safety Workgroup, assisted in the development of the "Designing for Construction Safety"
slide presentation and presented it at several conferences including the 2006 ASSE PDC in Seattle,
Washington and the National Safety Council's 2006 Congress and Expo in San Diego, California. ASSE
representatives also participated in the Agency's The Business of Small Business Forum Series during
which OSHA officials and staff hear from small business owners first-hand about the impact of

amputations and exposure to lead and silica.

IV. Upcoming Milestones
During the upcoming year, OSHA and ASSE will continue to work together through the Alliance to
provide employers, employees, OSHA staff and the public with safety and health information. For
example, during the ASSE's PDC, Safety 2007, June 24-27, in Orlando, Florida, a number of senior
level OSHA staff from OSHA's National and Regional Offices are planning to speak and hold workshop
sessions which are:

OSHA will also maintain an exhibit booth during the conference and distribute
the Agency's compliance assistance publications and OSHA and ASSE Alliance Program information and
answer the attendees' questions.
In addition, ASSE representatives will continue to participate in the OSHA Construction Roundtable's
Fall Protection and Design for Safety Workgroups to develop compliance assistance and training
materials for employers and workers in the construction industry. ASSE representatives will also
continue to serve on the editorial boards of the Agency's Making the Business Case for Safety and
Health and the Motor Vehicle Safety Safety and Health Topics page.
The OSHA and ASSE Alliance is working with other Alliance Program participants such as the Precision
Metalforming Association and the Independent Electrical Contractors, Inc. to promote the 2007 NAOSH
Week Kick-off event that will be held May 7 at the Department of Labor in Washington, DC with
officials from OSHA, ASSE and Canadian Society of Safety Engineering.
OSHA's maritime-related Alliances, the American Shipbuilding Association (ASA), the National
Shipbuilding Research Program (NSRP) and the Shipbuilder's Council of America (SCA), will be working
with ASSE to develop safety alerts focusing on falls, electrical and confined space hazards in the
shipyard industry.
Finally, Paula White, Directorate of Cooperative and State Programs, will feature information on the
activities of the OSHA and ASSE Alliance during a presentation at ASSE's National Chapter meeting in
February 2007 in Washington, DC. She will also update the group on OSHA's compliance assistance and
cooperative program outreach and training activities.
