HHS Region 6 -- Regional Director's Biography

Michael A. Garcia is Secretary Mike Leavitt's Regional Director for the U.S. Department of Health and Human Services. Garcia is the Secretary's direct representative responsible for guidance and coordination of HHS policies. Mr. Garcia facilitates communication regarding HHS initiatives as they relate to state, local, and tribal governments. Garcia�s region includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.

Prior to joining HHS in July 2006, Mr. Garcia served as the Senior Advisor to the Assistant Secretary for Financial Institutions and Financial Markets at the U.S. Department of the Treasury. He was responsible for advising the Assistant Secretary and Senior Treasury Officials on policymaking, program development and implementation, legislative affairs, and management issues.

Mr. Garcia joined the Department of the Treasury after serving as Deputy Director of Presidential Advance for Bush-Cheney �04. Prior to joining the re-election effort, Mr. Garcia served as Special Assistant to the Assistant Secretary for Economic and Business Affairs at the U.S. Department of State where he advised on Iraq Reconstruction and Middle East Outreach.

He has also served as a Special Assistant to Vice President Richard B. Cheney and as a Legislative Aide to Senator Kay Bailey Hutchison.

Michael was born and raised in San Antonio, Texas. He attended Texas A&M University in College Station and received his B.S. in Agricultural Economics from Sam Houston State University in Huntsville, Texas. Michael currently resides in Dallas, Texas with his wife and daughter.
