Headquarters Staff

Each member of the headquarters staff of the Office of Intergovernmental Affairs is responsible for external communications with Washington, DC-based organizations that represent state, local and tribal elected officials.  In addition, each member serves as a liaison to one or more of the HHS program or staff offices.  Please contact us to reach any members of the staff.

  • Nikki Bratcher-Bowman, Manager of Operations/Policy Advisor
    Nikki provides day-to-day guidance to the IGA Director on all management, personnel and budget decisions that affect both Headquarters and Regional staff. She is also responsible for working on internal HHS issues related to the Office of the Assistant Secretary for Preparedness and Response (ASPR), the Office of the Assistant Secretary for Administrations and Management (ASAM), the Office of the Secretary for Resources and Technology (ASRT), and the Continuity of Operations Plan (COOP) and the Centers for Disease Control (CDC).

  • Emily Buell, Special Assistant to the Director
    Emily works closely with the ten IGA regional offices summarizes their activities for the IGA Weekly Report, holds weekly conference calls with Regional IGA Specialists to obtain regular progress updates on regional public affairs activity, and provides support for Secretarial initiatives.

  • Agnes Donahue, Public Health and Science Liaison
    Dr. Donahue serves in the Office of Public Health and Science (OPHS). She additionally serves as an advisor to the Director on public health and science. In her dual roles, she serves as a liaison to the Association of State and Territorial Health Officials (ASTHO), National Association of State Alcohol and Drug Abuse Directors (NASADAD), National Association of State Mental Health Program Directors (NASMHPD) and the National Association of City and County Health Officials (NACCHO).

  • Stacey Ecoffey, Principal Advisor for Tribal Affairs
    Stacey provides advice and council to the Director about the health and human service needs in Indian Country. She is a member of the Oglala Sioux Tribe (Pine Ridge, SD). Stacey is the liaison for the following external groups:
    • The National Congress of American Indians;
    • The National Indian Child Care Association;
    • The National Indian Child Welfare Association; and,
    • The National Indian Health Board.

  • Jim Mason, IGA Senior Advisor
    Jim works with the nation’s governors, mayors and the Outer Pacific territories. Within HHS, he serves as a liaison to the Agency for Healthcare Quality and Research (ARHQ), Health Resources and Services Administration (HRSA), and Substance Abuse and Mental Health Services Administration (SAMSHA). In coordination with Dr. Donohue, he also works on issues related to the National Institutes on Health (NIH) and the Food and Drug Administration (FDA). Mr. Mason is the IGA liaison to:
    • The Association of State and Territorial Health Officials;
    • The National Association of City and County Health Officials;
    • The National Association of State Alcohol and Drug Abuse Directors;
    • The National Governors Association; and,
    • The U.S. Conference of Mayors.

  • Leo Nolan, Acting Executive Director of the Intradepartmental Council on Native American Affairs (ICNAA)
    Leo manages the ICNAA, an internal council that convenes Operating Divisions and Staff Divisions to work on HHS policy and initiatives on American Indians, Alaska Natives, and Native Americans ensures coordination and consultation on health and human service issues as well as social and economic development issues.

  • Lee Stevens, IGA Policy Advisor
    Lee works with state governments, cities, counties, and the Commonwealth of Puerto Rico and the U.S. Virgin Islands. He is the internal lead for the Center for Medicare and Medicaid Services (CMS), the Administration for Children and Families (ACF), Administration on Aging (AoA), America’s Health Information Community (AHIC) and the Office of the National Coordinator for Health Information Technology (ONC). Mr. Stevens is the liaison to:
    • The American Legislative Exchange Council;
    • The Council of State Governments;
    • The National Association of Counties;
    • The National Association of State Medicaid Directors;
    • The National Conference of State Legislatures; and,
    • The National League of Cities;

  • Kaleena White, Special Assistant to the Director
    Kaleena provides direct support to the Director in the coordination of Secretarial initiatives. In this role she represents IGA in meetings with other HHS Offices, assists in coordinating regional activities and provides frequent and ongoing communication with officials from across HHS, state, local and tribal governments as well as private sector representatives. She also serves as the intern coordinator.
