Pleasure Time, Inc. d/b/a Telephone Information Systems (TIS) Worldwide Lottery Program

On March 13, 1995, the SEC filed a civil enforcement action against Pleasure Time, Inc. d/b/a Telephone Information Systems (TIS) Worldwide Lottery Program, Minette Acra-Kelly, Richard A. ("Tony") Welch, and others in connection with a fraudulent multi-level marketing scheme. The SEC alleged that the defendants sold unregistered securities to about 14,000 investors, raising approximately $1.8 million. The scheme was also known as "The TIS American Indian Lottery" and the Group Dynamics Downline. The Court authorized the SEC to locate investors and distribute recovered funds to them. The SEC has recovered a portion of the monies invested in the scheme, approximately $220,000. To become eligible for reimbursement, investors must complete the reimbursement claim form and return it postmarked by February 16, 2002, to:
