CONSTRUCTION OF STATE BORDER SAFETY INSPECTION FACILITIES AT THE US/MEXICO BORDER

FY 2003 Program:

  • The omnibus bill includes $46.7 million from the FHWA general operating expenses for State Border Safety Inspection Facilities at the United States/Mexican Border.

  • Funds are to support construction and improvement to motor carrier safety inspection facilities along the US-Mexico border.

  • FHWA plans to administer the program with FMCSA, like last year, as a discretionary program with funding made available to States. We plan to solicit applications in April and make awards in the summer of 2003. FHWA Division Offices will have the lead on project oversight.

  • Projects will need to - -

    • follow Title 23 Federal-aid requirements
    • no match required (100%)
    • be implementable and improve the overall operation of the border facilities
    • be coordinated by State DOTs with their Inspection and Enforcement partners
    • may be sponsored by other agencies, but must be coordinated and submitted through the State DOT
    • proposed applications to be reviewed and ranked/prioritized by State DOT

FY 2002 Program

  • $56.3 million were provided in the FY 2002 Appropriations using RABA funds.

  • Funds were to support the construction and improvement to the motor carrier safety inspection facilities along the US-Mexico border.

FY 2004 Program

The President's budget includes $47 million as a set aside out of the Corridors and Borders Program and the last of a 3 year DOT commitment to fund this effort.
