HCAS - HHS Consolidated Acquisition Solution

In 2004, the Department of Health and Human Services (HHS) undertook an investment, known as the HHS Consolidated Acquisition Solution (HCAS). In mid- 2007, the project scope was expanded to include requisitioning as well as award obligation.

What is HCAS?
HCAS will be a standardized acquisition management system across multiple Operating Divisions of HHS, including the Office of the Secretary (OS), Food and Drug Administration (FDA), Centers for Disease Control (CDC), Program Support Center (PSC) and its Customer Agencies, as well as Indian Health Service (IHS). It will be linked to the Unified Financial Management System (UFMS), the department's enterprise financial management system, to provide an integrated "Procure to Pay" process.
