ATF P 5400.15
Safety and Security Information for
Federal Explosives Licensees and Permittees

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), in partnership with the Institute of Makers of Explosives and the International Society of Explosives Engineers, has produced a publication entitled Safety and Security Information for Federal Explosives Licensees and Permittees.

ATF, the explosives industry, and industry groups such as these are committed to reducing the incidence of explosives theft and ensuring the expeditious arrest and prosecution of explosives thieves.

This publication provides industry members and their employees with useful tips and techniques for properly securing explosive materials.

Many of the measures described in this publication exceed the minimum regulatory requirements and are voluntary on the part of industry. It additionally helps deter criminals and terrorists from targeting explosive storage magazines. ATF vigorously investigates and analyzes thefts, and communicates this information to the industry in an effort to reduce risks.

Printed copies of ATF Publication 5400.15 may be obtained through the ATF Distribution Center.
