AGREEMENT TO ESTABLISH AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AND
THE WELD SMALL BUSINESS DEVELOPMENT CENTER

The Occupational Safety and Health Administration (OSHA) and The Weld Small Business Development Center (SBDC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and Weld SBDC therefore agree to form an Alliance to use their collective expertise to help foster a culture of prevention while sharing best practices and technical knowledge.

The Occupational Safety and Health Administration (OSHA) and The Weld Small Business Development Center agree to establish an Alliance to promote safe and healthful working conditions for Weld County small business employees by:
  • Providing Weld SBDC members with information and guidance to pass on to their customers that will help them protect their employees’ health and safety, particularly in reducing and preventing exposure to common safety and health hazards.
     
  • Increasing access to safety and health information and training resources.
OSHA and Weld SBDC will work together to achieve the following training and education goals:
  • Jointly deliver or arrange for the delivery of one annual Safety and Health Program Improvement Seminar (SHPIS) and one annual issue-specific safety and health seminar. It is estimated that approximately fifty northern Colorado companies will attend the SHPIS seminar each year.
OSHA and Weld SBDC will work together to achieve the following outreach and communication goals:
  • Seek opportunities to jointly develop and disseminate information at conferences, events, or through print and electronic media.
    • OSHA will provide Weld SBDC with Compliance Assistance CD’s and electronic newsletters that they will disseminate to their clients.
    • Weld SBDC will present the Compliance Assistance CD to other Colorado SBDC’s and encourage them to disseminate the CD to their clients. The Weld SBDC will provide to OSHA a contact list for all other Colorado SBDC’s.
  • Seek opportunities to speak, exhibit, or appear at conferences, local meetings, or other events.
    • OSHA representatives will appear, as appropriate, on a business talk show hosted by the Director of the Weld SBDC.
    • OSHA representatives will exhibit or speak at events relating to the Northern Colorado Small Business Assistance Consortium, in which OSHA has been offered membership by the Weld SBDC.
  • Promote and encourage SBDC’s members’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and SHARP. In addition, act as mentors to Weld SBDC’s members/worksites that aspire to excellence in safety and health.
OSHA and Weld SBDC will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raising awareness through speeches and appearances by trying to raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever the Weld SBDC Director addresses groups.
     
  • Convene or participate in forums and round table discussions to help forge innovative solutions to small business safety and health compliance and education issues in the workplace.
The implementation team made up of representatives of both organizations will continue to meet to develop a plan of action (as necessary) and review the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include the Compliance Assistance Specialist from the Denver Area OSHA Office and the Director of the Weld SBDC.

This agreement will remain in effect for one year from the date of signing and will automatically be renewed annually thereafter. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.
