AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION

HI-ROPE CORPORATION, NEW YORK |
The Occupational Safety and Health Administration (OSHA) Region 2 and Hi-Rope Corporation (HRC) recognize the value of
establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and Hi-Rope
Corporation hereby form an Alliance to use their collective expertise to help foster a culture of fall prevention while
sharing best practices and technical knowledge which includes work positioning and working at height.
OSHA Region 2 and HRC agree to establish an Alliance to promote safe and healthful working conditions for Industrial Rope
Access employees by:
- Providing access to safety and health information and training resources regarding fall prevention methods, work
positioning and working at height.
- OSHA and HRC will also work together deliver or arrange for the delivery of industrial rope access, tensioned netting
system, work positioning and working at height training and education courses.
- Develop workplace safety and health curricula emphasizing fall prevention methods.
OSHA and HRC will work together to achieve the following outreach and communication goals that promote employee fall
prevention methods:
- Develop and disseminate information through print and electronic media.
- Speak, exhibit, or appear at conferences, local meetings, or other events such as The International Society for fall
Protection Symposium, Industrial Rope Access Trade Association Assessor's Workshops, The Society for Professional Rope Access
Technicians and the International Railway Conference.
- Cross-train OSHA personnel and industry safety and health professionals in the industrial rope access and tensioned netting
system best practices or effective approaches, as jointly determined by OSHA and HRC.
- Promote and encourage organizations who deploy industrial rope access, tensioned netting system and any interested parties
participation in OSHA's cooperative programs such as Compliance Assistance, the Voluntary Protection Program, Consultation,
and SHARP. In addition, HRC will act as mentors to industrial rope access worksites that aspire to excel in workplace safety
and health.
OSHA and HRC will work together to achieve the following goals related to promoting the national dialogue on workplace safety
and health:
- Share information on best practices relating to fall prevention measures, work positioning and working at height, as
jointly determined by OSHA and HRC at industrial rope access and tensioned netting worksites, with others in the industry
through outreach by HRC and through OSHA or HRC training programs and materials. Promote their implementation through print
or electronic media, at conferences, or by other means of outreach.
- HRC will provide information to assist OSHA in recognizing any ergonomic related trends involving the rope access and
tensioned netting deployment methods.
- Convene or participate in forums, round table discussions, or stakeholder meetings on industrial rope access problems to
help forge innovative solutions to resolve issues in the workplace or to provide input on safety and health issues.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes
such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health.
These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose
of promoting a particular party's products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine
working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet as needed to
track and share information on activities and results in achieving the goals of the Alliance.
OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the
Association of State Consultation Projects to participate as well.
This agreement will remain in effect for two years from the date of signing. Any signatory may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both
signatories.
