Overview
The OSHA and ISSA Alliance focuses on providing ISSA's members and others, including small
businesses, with information, guidance, and access to training resources to help them protect
employees' health and safety. The Alliance particularly focuses on cleaning and maintenance industry
hazards, such as slips, trips and falls, and hazard communication and addresses issues such as
hazard classification, precautionary labeling and material safety data sheets.

Training and Education Goal
- Work with OSHA to provide expertise to develop training and education programs for cleaning and
maintenance industry employers and employees regarding slips, trips and falls, hazardous
communication (HAZCOM) and address issues such as hazard classification, precautionary labeling, and
material safety data sheets.
The OSHA and ISSA Alliance Implementation Team has not started work on programs or projects to
address this goal.
Outreach and Communication Goals
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA's and ISSA's Web sites) to
employers and employees in the industry.
Products
ISSA Safety and Health Portal
The ISSA Safety and Health Topics Portal was developed for ISSA's members, employers and employees
in the cleaning industry and was posted on ISSA's Web site on July 5, 2006. The Portal includes
links to the OSHA Web site and information on the OSHA and ISSA Alliance. In addition, the Portal
contains information on State Occupational Safety and Health Plans and OSHA's compliance assistance
resources and cooperative programs.
Product
ISSA Safety and Health Topics Pages
ISSA developed, with input from OSHA, Occupational Safety and Health Topics pages modeled after
OSHA's Safety and Health Topics pages on the Agency's Web site. The ISSA Safety and Health Topics
pages were developed for ISSA's members, employers and employees in the cleaning industry and are
posted on the ISSA Safety and Health Portal. The Topics pages address the following cleaning
industry related safety and health subjects: Bloodborne Pathogens; Cleaning Chemicals in the
Workplace (Hazard Communication); Injury and Illness Recordkeeping; Personal Protective Equipment;
and Slips, Trips and Falls in the Workplace.
OSHA Safety and Health Topics Pages Editorial Boards
Through the Alliance, members of ISSA have been added to the editorial boards for OSHA's Safety and
Health Topics Pages as follows:

OSHA and ISSA Alliance Web Page
OSHA created an OSHA and ISSA Alliance Web page on the Agency's Web site. The Web page includes
links to the OSHA and ISSA Alliance agreement, news releases, a photograph of the signing ceremony,
activities and events, products and resources, and milestones and successes. For more information on
the number of visits to the OSHA and ISSA Alliance Web page, please see the Alliance Program Reach
table in Section C of this report.
ISSA Web Site
ISSA created a link on the association's Web site, which links to OSHA's Web site homepage. In
addition, ISSA also distributes industry-related safety and health information through the
Legislative and Regulatory section of its Web site. This section provides information on a numerous
topics some of which include: OSHA's Standard Letters of Interpretation; OSHA's Guide to Workplace
First Aid Programs; OSHA's Onsite Consultation Program and OSHA's Hispanic worker resources.
Print and Electronic Media
Information on the OSHA and ISSA Alliance signing appeared in a number of OSHA's print and online
publications including an OSHA news release, Alliance Quarterly Review,
and QuickTakes. In addition, articles on the OSHA and ISSA Alliance
signing also appeared online and in cleaning and maintenance industry publications such as:
Cleanlink, Facilities Management, and Maintenance
Supplies.

in Section C of this report.
ISSA's Legislative and Regulatory Update Newsletter
ISSA published several Department of Labor-developed articles on safety and health in its monthly
newsletter, Legislative and Regulatory Update. For example, the September/October 2005 edition
featured an article, "Consultation Helps Small Businesses Establish Workplace Health and Safety
Programs." In addition, the February 2006 edition included an article, "Health and Safety
Resources for Employers with Hispanic Workers." ISSA also created a Safety and Health Corner
section in the newsletter to distribute cleaning industry related safety and health information.
- Speak, exhibit, or appear at OSHA's and ISSA's conferences and workshops, including various ISSA
training seminars and forums such as ISSA's annual convention, ISSA/INTERCLEAN®.
Events
ISSA/INTERCLEAN® 2005, October 18-21, 2005, Las Vegas, Nevada
During ISSA/INTERCLEAN 2005, October 18-21, 2005, in Las Vegas, NV, ISSA distributed OSHA's Hazard
Communication Guidelines for Compliance and Warehousing - Pocket Guide to the attendees from its
exhibit booth. In addition, ISSA representatives also promoted the OSHA and ISSA Alliance through
discussions with visitors to the ISSA exhibit booth.
- Share information among OSHA personnel and industry safety and health professional regarding ISSA
best practices or effective approaches and publicize results through outreach by ISSA and through
OSHA or ISSA developed materials, training programs, workshops, seminars and lectures (or any other
applicable forum).
The OSHA and ISSA Alliance Implementation Team has not started work on programs or projects to
address this goal.
Promoting the National Dialogue Goals:
- Convene or participate in forums, round table discussion or stakeholder meetings on cleaning and
maintenance industry hazards such as slips, trips and falls, and HAZCOM to help forge innovative
solutions in the workplace or to provide input on safety and health issues.
The OSHA and ISSA Alliance Implementation Team has not started work on programs or projects to
address this goal.
- Executive Summary
In the first year of the Alliance, OSHA and ISSA established an excellent working relationship.
Through their Alliance, OSHA and ISSA are working together to reduce injuries and exposure to
cleaning industry safety and health hazards.
For example, OSHA created an OSHA and ISSA Alliance Web page on the Agency's Web site. The Web page
includes links to the OSHA and ISSA Alliance agreement, OSHA news releases, a photograph of the
signing ceremony, activities and events, products and resources, and milestones and successes.
Further, ISSA has posted a number of OSHA-developed occupational safety and health articles in its
monthly newsletter, Legislative and Regulatory Update, on the association's Web site.

ISSA promoted the OSHA and ISSA Alliance and the agency's cooperative programs and compliance
assistance resources by publishing articles in its monthly newsletter. In addition, ISSA shared
safety and health information at the ISSA exhibit booth with the more than 17,000 attendees at
ISSA's Annual Meeting, ISSA/INTERCLEAN® 2005.

IV. Upcoming Milestones
The OSHA and ISSA implementation team will continue to advance its excellent working relationship by
collaborating on projects and activities to achieve the goals of the Alliance.
For example, through the Alliance, OSHA and ISSA will share safety and health information at ISSA's
INTERCLEAN® 2006, October 4-7, 2006 in Chicago, Illinois. An OSHA representative has been invited to
give a presentation on the Globally Harmonized System for Classification and Labeling (GHS) during a
workshop. In addition, ISSA has invited the Alliance Program to exhibit at the event.
The OSHA and ISSA implementation team will also continue to work closely to complete other projects
and activities related to the Alliance. For example, the OSHA and ISSA Alliance implementation team
will work together to develop a draft Hazard Communication training module to address hazard
communication issues relevant to the building services and maintenance industries. The draft
training module will be based on safety and health information on the ISSA Safety and Health Topics
pages on the association's Web site and other resources, including OSHA. The draft training module
will provide information on developing an effective employee safety training program and hazard
communication issues such as: material safety data sheets, chemicals in the workplace, physical and
health hazards posed by spills and leaks and will describe OSHA's labeling requirements.
The team also is discussing the development of additional training modules on topics such as:
training required to meet OSHA standards, and creating a template for developing a safety and health
management plan.
ISSA will continue to develop, with input from OSHA, a number of industry-specific safety and health
checklists for employers and employees to address safety and health hazards in the cleaning
industry.
In addition, ISSA will promote OSHA's cooperative programs to its membership by publishing
OSHA-developed articles in the association's newsletter.
Also, OSHA and ISSA will continue to provide information to update OSHA's Powered Industrial Trucks
(Forklifts) and Walking/Working Surfaces Safety and Health Topics pages. ISSA members Dan Wagner and
Bill Balek will continue to serve as members of the editorial boards and will provide feedback as
appropriate. In addition, ISSA representatives will provide input to OSHA during the development of
the Agency's draft Cleaning Industry Safety and Health Topics Page.
ISSA will also consider developing a Warehouse Safety Topics page and a Topics page addressing
ergonomic issues for the cleaning industry.
