A Message from the Chief, Arson & Explosives Programs Division

   In the previous newsletter we attempted to present a perspective on changes that had occurred within ATF in the explosives field, and the impact those changes have upon the explosives industry. The ink had hardly dried on the last newsletter when new developments occurred and we recognized the need for another newsletter. Events within ATF - as in the explosives industry itself - are never static for long. Because changes occur at a rapid pace, it is our goal to provide the necessary information to the industry on these changes and any new developments as quickly as possible. A summary of the most important new developments is provided for your information in this newsletter. I also invite you to visit our website at www.atf.treas.gov.

The New Orange Book

The long awaited new ATF Publication 5400.7, or "Orange Book" as it is commonly known, was recently published and has been distributed to the industry. While it is our goal to put out the best possible product containing accurate and complete information, there were some errors noted in the new book that you should be aware of. Several of these require your immediate attention. They are as follows:

1. The address of the Distribution Center, noted at §55.21, and §55.23, for forms and a current ATF List of Explosive Materials, is in error. The correct address is:

2. The address for the Out-of-Business records center noted in 55.128 is incorrect. The correct address to send your records when discontinuing business is:

3. Table 55.218 - (Footnote 3) The correct conversion factor for blasting caps up to no. 8 size is 1 1/ 2 (1.5) pounds of explosives per 1000 blasting caps. For cap strengths higher than no. 8, contact the manufacturer for the proper conversion factor.

4. Table 55.223 omission. The heading correctly indicates that this table lists required distances between fireworks process buildings "and other specified areas." The wording following this heading, however, which details the nature of these "other specified areas," was inadvertently left out and should read as follows: (cont.)
