My good friend, Alanson P. Holly of Des Plaines, IL, informed me of a pressing issue of importance to him and to countless other blind or vision impaired individuals as they nagivate independently in areas of public access in our nation. A responsible city, state and federal government cannot fail to serve the needs of all of its citizens for free public access. Such access is effectively denied when detectable warnings of danger such as raised areas on pavement are removed or never put in place. I appeal to you, therefore, to act in the interest of all citizens, and urge you to endorse the proposed regulations from the Public Rights of Way Advisory Committee ((PROWAC).
