I strongly encourage you to join me in supporting the PROWAC Report.  I am aware of its necessity from personal experience.  Visiting Washington D.C. I as a cane traveler was prevented from a fall from a subway platform only by the kind intervention of another rider.

Detectable warnings should not embarrass any person with a vision impairment any more than warning signs embarrass sighted individuals.  Indeed, they could catch the attention of a distracted sighted person.
