Comments on Draft Guidelines for Accessible Public Rights-of-Way

I have reviewed the AASHTO comments of 14 OCT 2002 and wholeheartedly agree with all comments and recommendations. The comments point out valid issues with regard to implementation of the guidelines that should be addressed prior to putting the rules into effect. I commend AASHTO for their work on this and their even-handed and reasonable recommendations, clearly with an intent to facilitate implementation of accessibility considerations in a manner that will work. It is unfortunate in today's litigious environment that so much language has to be included to satisfy legal considerations, but the end result is a much clearer document.
