Overview
The OSHA and ADSC Alliance, is providing the association's members and others in the foundation
drilling industry, including small businesses and non-English or limited English speaking employees,
with information, guidance, and access to training resources to help them protect employees' health
and safety. The Alliance focuses on safety and health issues including, fall protection, silica,
pinch-point and equipment operation hazards.

Training and Education
- Work with OSHA to provide expertise to develop training and education programs for small
businesses and non-English or limited English speaking employees regarding fall protection, silica,
pinch-point and equipment operation hazards and to provide expertise in communicating such
information to employers and employees in the industry.
Drilled Shaft Installation Safety Presentation, December 18, 2006, Indianapolis, Indiana
Rick Marshall, Chairman, ADSC Safety Committee, presented the Drilled Shaft Installation Safety
slide presentation, a product of the OSHA and ADSC Alliance, to 35 attendees from OSHA Region V,
Indiana OSHA and the Indiana On-site Consultation Program on December 18, 2006 in Indianapolis,
Indiana.
ADSC Anchored Earth Retention Seminar, November 16-17, 2006, Oakland, California
ADSC invited three OSHA representatives to attend the ADSC Anchored Earth Retention Seminar,
November 16-17, 2006 in Oakland, CA, free of charge. Three representatives from California OSHA
accepted the invitation and attended the seminar.
ADSC South Central Chapter OSHA 10-Hour Construction Outreach Training Program, April 29, 2006,
Irving, Texas
Mike Talmont, Assistant Area Director, Region VI, Ft. Worth, Texas Area Office, USDOL-OSHA and Rick
Marshall, Chairman, ADSC Safety Committee provided an OSHA 10-Hour Construction Outreach Training
Program to 24 attendees on April 29, 2006 in Irving, Texas.
- Work with OSHA to provide expertise to develop workplace safety and health curricula for small
businesses and non-English or limited English speaking employees on silica, pinch-point and
equipment operation hazards.
ADSC Training Materials – Spanish Version
Danezza Quintero, Occupational Safety and Health Specialist, Directorate of Construction, Office of
Construction Services, USDOL-OSHA reviewed and provided comments to ADSC on its training materials,
e.g. videos and manuals that were translated into Spanish. The material was distributed to OSHA
Region VI's Regional and Area Offices, following the OSHA Region VI–ADSC Alliance signing on
February 9, 2006.
Outreach and Communication
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA'S and ADSC's Web sites) to
employers and employees in the industry.

OSHA is continuing to update the OSHA and ADSC Alliance Web page that is posted on the Agency's Web
site that includes the OSHA and ADSC Alliance agreement, news releases, activities and events,
products and resources and milestones and successes.

ADSC is continuing to update the section on its Web site which contains information on the OSHA and
ADSC Alliance. The section includes links to the Alliance agreement and its products and OSHA's

Geo-Community: What Does the Future Hold?" December 6, 2006 in Reston, VA
T. Michael Toole, Construction Institute – American Society of Civil Engineers, an Alliance Program
participant, and Rick Marshall, ADSC delivered the Design for Safety slide presentation to 60
attendees during the ASCE and National Council for Geo-Engineering and Construction Workshop;
"Trends Affecting the Geo-Community: What Does the Future Hold?" on December 6, 2006 in Reston, VA.
ADSC Equipment Expo '07 & Conference, January 31- February 3, 2007 Orlando, Florida.
Jess McCluer, Directorate of Cooperative and State Programs, Office of Outreach Services and
Alliances, USDOL-OSHA, and Mylene Kellerman and Patrick Stark, Safety & Health Compliance
Specialists, Florida On-site Consultation Program, staffed the Alliance Program exhibit booth. OSHA
also provided publications on OSHA and the Alliance Program, including the OSHA and ADSC Alliance
Activities Summary document, which were distributed during the event.
- Share information among OSHA personnel and industry safety and health professionals regarding
ADSC's best practices or effective approaches and publicize results through outreach by ADSC and
through OSHA – or ADSC's developed materials, training programs, workshops, seminars, and lectures
(or any other applicable forum).

Tips Sheets: Anchored Earth Retention and Micropile Safety Tips For the Employer and Anchored Earth
Retention and Micropile Safety Tips For the Employee
Through the Alliance, OSHA and ADSC developed tips sheets; "Anchored Earth Retention and Micropile
Safety Tips For the Employer" and "Anchored Earth Retention and Micropile Safety Tips For the
Employee." The sheets describe safety tips to help prevent injuries and illnesses while installing
anchored earth retentions and micropiles. The sheets were completed and posted on ADSC's Web page in
July 2006. Links to the tips sheets were added to the OSHA and ADSC Alliance Web page.
Fact Sheet: Working Safely During Installation of Anchored Earth Retention and Micropiles
Through the Alliance, OSHA and ADSC developed the fact sheet: "Working Safely During Installation of
Anchored Earth Retention and Micropiles." It identifies safety hazards associated with the
installation of anchored earth retentions and micropiles and safe work practices to help reduce or
eliminate the risk of injuries or illnesses. The fact sheet was completed and posted on ADSC's Web
page in July 2006. Links to the tips sheets were added to the OSHA and ADSC Alliance Web page.
- Promote and encourage ADSC members' or worksites' participation in OSHA's cooperative programs
such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and
its Safety and Health Achievement Recognition Program.
The OSHA and ADSC Alliance Implementation Team has not started work on programs or projects to
address this goal.
- Work with other Alliance participants on specific issues and projects related to foundation
drilling including, fall protection, silica, pinch-point and equipment operation hazards that are
addressed and developed through the Alliance Program.
Powered Industrial Trucks eTool
Through the Alliance, an ADSC representative is providing input and expertise, along with other
Alliance Program participants, to assist OSHA with the development of a Powered Industrial Trucks
eTool. The following ADSC member is serving on the eTool's editorial board:
- Richard Marshall, Safety Director, Richard Goettle, Inc; Cincinnati, OH
- Encourage ADSC chapters to build relationships with OSHA's Regional and Area Offices to address
health and safety issues, including fall protection, silica, pinch-point and equipment operation
hazards.
OSHA Regional Alliances
ADSC's West Coast Chapter is continuing to work with OSHA Region X through the Alliance signed on
October 21, 2005. ADSC's South Central Chapter is continuing to work with OSHA Region VI through the
Alliance signed on February 10, 2006. Both Alliances focus on reducing fall protection, silica,
pinch-point and equipment operation hazards.
Promoting the National Dialogue on Workplace Safety and Health Goals
- Raise others' awareness of and demonstrate their own commitment to workplace safety and health
whenever ADSC leaders address groups.
The OSHA and ADSC Alliance Implementation Team has not started work on programs or projects to
address this goal.
- Develop and disseminate case studies illustrating the business value of safety and health and
publicize their results.

address this goal.
- Convene or participate in forums, round table discussions, or stakeholder meetings on foundation
drilling issues such as fall protection, silica, pinch-point and equipment operation hazards, to
help forge innovative solutions in the workplace.
OSHA Alliance Program Construction Roundtable, Fall Protection and Design for Safety Workgroups
ADSC is continuing to participate in the Fall Protection and Design for Safety workgroups that were
created at the Alliance Program's Construction Roundtable on July 8, 2004.
Design for Safety Workgroup – ADSC is participating on the Design for Safety
Workgroup and helped develop a 2-4 Hour Design for Safety Training Course. The course is based on the
Design for Construction Safety slide presentation and provides technical information for those that are
interested learning more about designing for safety.

Fall Protection Workgroup – ADSC is participating on the Fall Protection Workgroup and helped
develop the "Fall Hazard Awareness for the Construction Industry" training program. The training
program is designed for construction industry audiences including small business owners, trainers,
foreman and workers. The Workgroup is developing Toolbox Talks for Ladders that address issues such
as "Do's and Don'ts of Using a Ladder", "Choosing the Right Ladder" and "Set-Up and Use of a
Ladder."
- Executive Summary
Through the Alliance Program, OSHA and ADSC are continuing to work together to share information on
the foundation drilling industry along with OSHA's compliance assistance activities and cooperative
programs. This positive relationship has led to the development of compliance assistance products
that the implementation team is sharing with the public. Some examples include:
- Tips sheets; "Anchored Earth Retention and Micropile Safety Tips For the Employer" and "Anchored
Earth Retention and Micropile Safety Tips For the Employee." The sheets describe safety tips to help
prevent injuries and illnesses while installing anchored earth retentions and micropiles. The sheets
were completed and posted on ADSC's Web page in July 2006. A link to the tips sheets was also posted
on OSHA's Web site.

editorial boards including Construction – Trenching and Excavation, Construction - Fall Protection
and Construction – Crane, Derrick and Hoist Safety.
- ADSC members are reviewing and providing comments on OSHA's draft Powered Industrial Trucks eTool.
- California OSHA representatives attended the ADSC Anchored Earth Retention Seminar.
- Rick Marshall, Chairman, ADSC Safety Committee, presented the Drilled Shaft Installation Safety
slide presentation to 35 attendees from OSHA Region V, Indiana OSHA and the Indiana On-site

IV. Upcoming Milestones
In the upcoming year, OSHA's and ADSC's positive relationship will continue to grow and the
Implementation Team will undertake several activities. In addition, OSHA and ADSC will sign an OSHA
and ADSC Alliance renewal agreement.
Through the Alliance, ADSC will complete developing a draft Anchored Earth Retention Best Practices
PowerPoint® presentation in Spring 2007 which the association will share with OSHA for review and
feedback. In addition, ADSC representatives will continue to provide their expertise to OSHA by
serving on a number of OSHA's Safety and Health Topics pages' editorial boards including the
Construction - Trenching and Excavation, Construction - Fall Protection and Construction - Crane,
Derrick and Hoist Safety. In addition, ADSC will work with OSHA and other Alliance Program
participants to develop OSHA's Powered Industrial Trucks eTool.
The association will also continue to provide feedback on products developed through the Alliance
Program Construction Roundtable's Fall Protection and Design for Safety workgroups.
Finally, ADSC will continue to promote OSHA compliance assistance materials and the OSHA and ADSC
Alliance through its Web site and articles in their bi-monthly publication, Foundation
Drilling and their e-newsletter, The Hole Story.
