REASON FOR
ALERT               :    We have been informed by personnel of Plant Protection
                         and Quarantine (PPQ), Animal and Plant Health
                         Inspection Service (APHIS), U.S. Department of
                         Agriculture (USDA), that shipments of bovine amniotic
                         fluid from countries affected by foot-and-mouth
                         disease are being offered for entry into the United
                         States.  Bovine amniotic fluid and similar imported
                         animal products are intended for use as ingredients in
                         cosmetic products.  Such shipments, unless accompanied
                         by a USDA issued permit and a sanitary certificate
                         issued by the veterinary service of the originating
                         country, are prohibited by the USDA.

                    In some cases, these shipments are manifested under
                    the French name, "liquid amniotique."  The
                    accompanying certification must certify that the
                    product was processed according to the requirements of
                    the USDA permit.

INSTRUCTIONS   :    If your encounter any shipment of this material,
                    whether accompanied by the required documents
                    prescribed for entry or not, please contact the
                    USDA/APHIS/PPQ representative nearest to your district
                    office (Attachment A) and alert them to the shipment.
