AGREEMENT ESTABLISHING AN ALLIANCE BETWEEN DEPARTMENT OF LABOR, LICENSING AND REGULATION MARYLAND OCCUPATIONAL SAFETY AND HEALTH AND THE MARYLAND HOME BUILDERS SAFETY ALLIANCE |

Maryland Occupational Safety and Health (MOSH) and the Maryland Home Builders Safety Alliance (MHBSA) recognize the value of establishing a collaborative relationship to foster a safer and more healthful work environment in the residential construction industry including outreach to the non-English speaking workforce. MOSH and MHBSA therefore agree to form an Alliance to use their collective expertise to help foster a culture of prevention. MOSH and MHBSA agree to establish an Alliance to reduce injuries, illnesses, and fatalities in the residential building trades. MOSH and MHBSA will:
This agreement will remain in effect for one year from the date of signing and will automatically be renewed annually thereafter. Any member of the Maryland Home Builders’ Safety Alliance may withdraw from the Alliance for any reason with 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories and may be terminated for any reason with 30 days written notice from either signatory.
Background: On Wednesday, November 30, 2005 Winchester Homes met with MOSH to propose a possible Alliance to help reduce the number of injuries and illnesses in the residential construction industry. As a General Contractor, Winchester Homes felt if actions were taken to address the repetitive safety and health problems of subcontractors’ across each industry it would prove beneficial to everyone. In essence, the goal would focus on improving the safety and health knowledge, awareness, and ability of the subcontracting industry, by trade, as a joint effort between the state’s leading residential builders. On Monday, January 23, 2006, on the invitation of Winchester Homes, the following organizations met and unanimously decided to unify themselves as the Maryland Home Builders Safety Alliance (MHBSA) and join in an Alliance with MOSH with the common goal of reducing injuries, illnesses, and fatalities in the residential building trades including training designed for both English and non-English speaking workers.
