The National Institute on Drug Abuse plans to procure services from a 
qualified organization having the capability to maintain and expand for 
the Division of Treatment Research and Development the NIDA Center for 
Genetic Studies.  Offerors must have the capacity to accomplish in an 
efficient, rapid, and cost-effective manner the tasks outlined in the 
Statement of Work.  The main functions include the receipt of 13,000-
17,000 new clinical, diagnostic, pedigree structure, and other data and 
blood samples from approximately 18-25 grant projects.  The contractor 
shall process data and biomaterials to create databases, cell lines, 
serum, DNA, and possibly RNA.  The contractor shall provide storage and 
wide distribution of all data and materials in the NIDA Human Genetics 
Initiative (approximately 25,000) to qualified investigators in the 
scientific community (including scientists in industry, the NIH 
intramural program, and public and private universities) granted access 
by NIDA.   This is a follow-on procurement to contract number N01DA-9-
7079 with Rutgers, The State University of New Jersey.  NIDA expects to 
award a 3-year contract with 2 option years. Options for additional

The streamlined RFP for this acquisition includes only the Work 
Statement, Deliverables and Reporting Requirements, Special 
Requirements and Mandatory Qualifications, Technical Evaluation 
Criteria, and other necessary Proposal Preparation Instructions.  The 
electronic RFP contains all information needed to submit an offer.  No 
printed version of the solicitation document or source list is 
available.  All responsible offerors may submit a proposal for the 
government’s consideration.  Proposals will be due on January 6, 2004.
