FIC announces a change in collaborating country eligibility for the 
Fogarty International Research Collaboration Award (FIRCA) program
effective with the July 25, 2004 receipt date.  March 25, 2004 will be the last
receipt date for which applications will be accepted according to the current 
collaborating country eligibility.  The above change in country eligibility 
makes the FIRCA program more compatible with eligibility guidelines for other 
FIC Research programs.

Under the new country eligibility rules, collaborating countries must have a 
Gross National Income per capita (GNI per capita) below $9,000 according to 
the World Bank classification system (refer to the GNI per capita ranking in 
the left hand column at http://www.worldbank.org/data/databytopic/GNIPC.pdf).  
Applications involving a collaborating country with a GNI per capita of 
$9,000 or above which were previously eligible will not be accepted for the 
FIRCA program effective with the July 25, 2004 receipt date.
