FEL Fee Error on Renewal Labels

The Chief, Federal Firearms Licensing Center, announces that there was an administrative error in the printing of the Federal Explosives License (FEL) renewal labels affixed to ATF Form 5400.13/.16. This error affects the FELs whose licenses will expire on December 1, 2004, and January 1, 2005.
The stated explosives renewal fee due on the label was the 'original application fee' and not the 'renewal fee.'
- For Example: For a type 20 - manufacturer of high explosives - the renewal label stated a renewal fee of $200 was due - when it should have stated $100 was due.
FFLC Legal Instruments Examiners have received telephone calls from the licensees/permittees concerning this. We are advising all l icensees/permittees that the fee on the label is incorrect and to send in half the amount stated on the label - which would be the renewal fee. One exception to this is the type 60 renewal applicants - only a renewal fee of $12 is due.
To be proactive, the FFLC has also initiated a letter to all the affected renewal applicants advising them of this error. The letter will advise the applicant of the correct renewal fee, and that if they have already submitted their application, that the overpayment will be refunded.
