If you are downloading the Policy Guidance Help System:

Instructions for running the PGHS on Windows Vista:

In order to display its 32-bit help content, the downloadable, stand-alone version of the PGHS, named FINALREGS.HLP, relies on Windows Help (WinHlp32.exe), a Help program that has been included with Microsoft Windows versions starting with the Microsoft Windows 3.1. WinHlp32.exe is required for all files that have the ".hlp" file name extension, such as the PGHS. Nevertheless, beginning with the Windows Vista operating system release, Microsoft has stopped shipping the Windows Help program as a component of the Windows operating system. Microsoft has, however, made a Vista-compatible version of WinHlp32 available as a download from their web site.

You need to perform the following steps to successfully install WinHlp32 and run the PGHS on Windows Vista:

  1. Access the WinHlp32 download page for Vista users: http://go.microsoft.com/fwlink/?LinkID=82148
     
  2. Download and run the Microsoft Validation tool ("Windows Vista users must pass Microsoft Genuine validation requirements").
     
  3. Download and install the Microsoft Windows Vista plug-in installer.
     
  4. Download WinHlp32.exe. IMPORTANT: Most Vista users should download "Windows6.0-KB917607-x86.msu". However, if you are running a 64-bit version of Vista, then download "Windows6.0-KB917607-x64.msu".

Once you have downloaded and installed WinHLP32, you can download the Policy Guidance Help System.
