ATF has a right to warrantless inspections during an annual compliance inspection, in the course of a criminal investigation of someone other than the licensee, or for purposes of firearms tracing 18 U.S.C. 923(g)(1)(B). ATF may also inspect the records and inventory of licensees by means of an administrative inspection warrant. 18 U.S.C. 923(g)(1)(A).
Customs authorities have the authority to inspect any shipment of firearms
or related items being imported into, or exported out of, the United States.
