CSREES plans are developed from a wide array of input including Administration and Congressional priorities, stakeholder input, recommendations from portfolio assessments, and professional interactions of agency National Program Leaders (NPLs) with CSREES' partners, other Federal agencies, and professional organizations. Agency planning centers around program design, resource allocation, program management, and agency management. The results are implemented through budget requests, national program leadership, and Federal assistance.
As required by the Government Performance and Results Act (GPRA), USDA periodically writes a five year strategic plan. As a USDA agency, CSREES funds research, education, and extension in support of the mission and programs of the Department. Accordingly, CSREES responds to USDA's strategic plan by revising its strategic plan so that its research, education, and extension actionable strategies align with USDA goals and objectives.
As described in Portfolio Assessment, CSREES has created portfolios of programs to create foundations for agency planning and assessment at a manageable scale. The portfolio assessments have resulted in a variety of portfolio-level planning activities addressing future priorities, current resource allocation, and program implementation.
CSREES also develops plans for specific program or topic areas, often in conjunction with its partners including other Federal agencies. Use Browse by Subject on the left to view planning documents for CSREES programs.
Finally, CSREES priorities are articulated through the President's budget, Requests for Applications (RFAs), and national program leadership.
