The Cable Television Division regulates franchised wireline cable operators within the State of Hawaii. As a part of its regulatory functions, the Cable Television Division (CATV) ensures that quality cable communications services at reasonable rates are made available to all subscribers and users in franchise areas throughout the State. The Division is also responsible for enforcing cable operators' franchise obligations; promulgating and enforcing rules and regulations regarding cable operators' practices and procedures, basic service tier rates and its related equipment and installation costs, and customer service and technical standards; and assist cable operators and other government agencies in the planning of, as well as encouraging the development of new, improved, and more effective utilization of, cable communications services and facilities that enhance customer based services and its availability to Hawaii's citizens.
