THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR CLEANING OF LIQUID OXYGEN TANKS AND PIPING. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued.

The purpose of this amendment is to answer questions asked before the RFQ close date, add the additional requirement of the DATA Procurement Document, add a revised statement of work, add additional drawings, and extend the due date for proposals.

Question 1) Do the tanks have a 100% drain valve?

Answer 1) Yes, the tanks have an “Empty Liquid Line” which is connection E on the tank drawings. However, the level of the tanks has not been verified to assure 100% drain.

Question 2) Do the tanks have any available nozzles that can be used for 360 degree tank cleaning equipment?

Answer 2) There is only one 16” inner vessel manhole; reference tank drawings for additional information.

Question 3) For what reason are the tanks being cleaned and have their been inspections to verify the internal condition of the tanks?

Answer 3) There have not been any internal inspections of the tanks. However, the associated piping that connects to the tanks was sampled for verification of cleanliness and failed due to particulate contamination exceeding the cleanliness level specified in Table 2 of MSFC-SPEC-164B. No visual accumulation was observed.

Question 4) Your RFQ states that the waste can be handled on site, does this include liquid cleaning waste and if so can an neutralized environmentally recognized cleaning solution be sent directly to your drain or will it require a onsite storage tank to store it prior to sending to the drain?

Answer 4) Generally all waste chemicals generated (regardless of composition) will need to be collected and disposed of properly through MSFC’s Environmental Support Contractor including liquid cleaning waste. As stated in Section B in the SOW:

“Two copies of the Material Safety Data Sheets (MSDS) for chemicals that may be used during this work shall be provided to the MSFC Safety Office for review prior to any work activities beginning.”

Once MSFC Safety Office reviews the MSDS’s for all chemicals used a proper determination will be made as to how the chemicals are to be properly disposed of. Additionally, it is not required that the contractor supply an onsite storage tank for collecting waste chemicals as MSFC’s Environmental Support Contractor will supply the necessary waste collection containers.

The due date for receipt of offers is extended to 09/16/2008.
