NASA/GRC has a requirement to conduct mixed phase and ice particle research in a specialized icing wind tunnel facility.
NASA/GRC intends to purchase the items from Cox and Company, New York, NY. A very specialized icing wind tunnel facility is required to conduct this mixed phase and ice particle research. The facility must be capable of generating stable, temperature controlled, calibrated icing conditions on demand and generate different types of ice particles to evaluate the response of different shapes. This includes both spherical and irregular (rods and dendrite-like shapes), through a range of sizes. The icing wind tunnel must allow unobstructed visual access to facilitate the use of NASA Glenn high-speed close-up imaging systems. The facility must be located in the United States to minimize the travel associated with testing. There is no other facility available which satisfies all of the above criteria.
The Government intends to acquire a commercial item using FAR Part 12.
This procurement is being conducted under the Simplified Acquisition Procedures in FAR Part 13.
The sole source is under the authority of FAR reference 13.106-1(b)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 9/8/2008.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
