Description
 
The mission of the National Aeronautics and Space Administration (NASA) Office of Systems Safety and Mission Assurance (OSSMA), Resource Analysis Office (RAO), located at the Goddard Space Flight Center (GSFC) in Greenbelt, MD is to provide capability to Center management for independent cost and schedule estimating, risk assessment, and mission risk success utilizing existing and projected programs, their cost, technical, programmatic and acquisition implementation approach. This Office has the responsibility which includes the development and maintenance of current cost models supported by resource and technical databases, compiled from current and historical data derived and collected from NASA’s “corporate memory,” as well as from on-going market surveys and current cost projections, quotes, bids, and estimates. This capability is critical to the efficient operation of the Center, in that it involves the development of accurate resource estimation and forecasting models for the planning and acquisition of future spacecraft programs and ancillary scientific instruments, scientific payloads and suites, mission systems integration and test, and other key resource elements (i.e. cost, schedule, workforce, and risk assessment). Given the critical nature of the forecasting required, the work of the RAO includes both long-term studies and unforeseeable ad hoc investigations that require short or immediate turnaround times. The RAO has determined that at the present time, only Versatile Systems Inc,3 Duchess Dr Sicklerville, NJ 08081-5652 meets this requirement. The governing statutory provision is 10 U.S.C 2304 (c) (1), "only One Responsible Source." Other offerors interested in demonstrating their ability to meet the requirments of the Statement of work are invited to submit a written statement of their capabilities, qualifications, and management and transition plans to Russellyn Hart Russellyn.Rogers-1@nasa.gov or Yolanda Williams Yolanda.A.Williams@nasa.gov by email. Not later than 4:30 EST on Wednesday Sept 26, 2007. Submissions made by any other means will not be considered. Responses will be evaluated solely for the purpose of determining whether this procurement should proceed on a single source basis. After a thorough evaluation of all responsible proposals received by the indicated deadline determination by the Government that a full and open competition of or this effort will or will not be conducted will be made solely at the agency's discreption
