3. Sub-partner: The entity to which a prime partner allocates funding. A sub-partner can have a direct relationship with a prime or can have a direct relationship with another sub-partner. 4. Obligation: An agreement that will result in outlays, immediately or in the future. When the U.S. Government places an order, signs a contract, awards a grant, purchases a service, provides incremental funding or takes other actions that require the Government to make payments to the public or from one Government account to another, it incurs an obligation. 7. Own Agency: This is one of the 6 USG Agencies involved in implementing the Emergency Plan (Department of Defense, Department of Health and Human Services, Department of Labor, Department of State, Peace Corps, and US Agency for International Development).
8. Other USG Agency: Any USG Agency other than the 6 involved in implementation of the Emergency Plan (e.g., US Bureau of the Census).
