I would specifically like to comment on Sections 1105.6 , 1105.61
and 1105.62 : "Roundabouts, including separation and Signals. " I
urge the board to seriously consider and adopt the
recommendations made to the board by the American Association
of State Highway and Transportation Officials ( AASHTO ) to wit,
final determination on these sections should be left open until
National Cooperative Highway Research Project ( NCHRP )
Project 3-65, "Applying Roundabouts in the United States" is
completed. This project should supply factual data, conclusions
and recommendations ( which we currently lack ) that will lead to
reasonable guidelines for mutually beneficial solutions that will
provide safe and accessible movement of all pedestrians while
preserving the life-saving aspect of roundabouts for motorists. It can
now be considered a proven fact that roundabouts save lives over
other intersection control - up to a 90% reduction in fatalities.
