Evaluation
Description
The SIG evaluation is focused on the following research questions:
- Are the state early childhood system partners and behavioral health system partners increasing their collaboration over time?
- What are the factors influencing success in building collaborative systems?
- Are the statewide data systems for prevention and intervention services for families with young children becoming more integrated at the client level?
- To what extent are the pilot sites successful at implementing SESS (Starting Early Starting Smart) components?
System
To evaluate the systems change efforts of the SIG project, data to document and describe the status of Oregon's early childhood and behavioral health systems have been (and will continue to be) collected through state key stakeholder interviews and quantitative surveys focused on indicators of systems change. Similar data will be collected through local-level key stakeholder interviews and surveys, as well. Local-level system goals include increased collaboration, increased capacity of seamless care, identification of behavioral health nee4ds, increased services, and increased use of evidence.
Local Pilot Projects
The evaluators worked with each of the four SIG pilot sites to develop a program logic model that specified their resources, planned interventions, target populations, and short and longer term outcomes in order to ensure reasonable and logical connections between planned interventions and expected outcomes. Local-level child and family goals of the project include improved parenting, improved parent-child relationships, improved quality of relationships, age-appropriate development, reduced parental substance abuse, and improved parental mental health. In order to evaluate progress made toward client-level goals, data will be collected through parent surveys, intake (provider completed) surveys, developmental screening for children [using the Ages and Stages Questionnaire (ASQ) and Ages and Stages Questionnaire Social Emotional Scale (ASQ-SE)] and home observation [using the Home Observation for Measurement of the Environment (HOME) tool]. Pilot sites will work toward implementation or enhancement of SESS principles in their local system, and progress will be monitored through quarterly reports.
Data Infrastructure
Independent evaluators from NPC Research will evaluate the development of the state's data infrastructure through documentation of key achievements and barriers. These data have been (and will continue to be) collected through key stakeholder interviews and updates from individuals involved in data infrastructure development. The SIG pilot sites and evaluators will also be assisting in the development and testing of behavioral health information to be added to the Family Net data system.
