Subject(B): Trust Fundso

Purpose: To ensure the integrity of the budget execution process through uniform application of trust funds received by Reclamation.

Authority: Contributed Funds Act of 1921 (43 U.S.C. § 395).

Trust funds are contributions from a non-Federal participant or partner who, for example, is sharing the cost of a project or developmental activities. These receipts are considered "non-Government" funds in the custody of a Government official, to be disbursed in accordance with the terms of an agreement specifically authorized by statute.

A. The Regional Financial Management Officers and comparable Reclamation and Administrative Service Center Functions will be responsible for the following:

B. The Finance and Accounting Service (FAS) will be responsible for ensuring proper accounting models are maintained in the accounting system to record trust fund activity.
