Purpose: To ensure the integrity of the budget execution process through uniform application of trust funds received by Reclamation.

1. Responsibilities.
A. The Regional Financial Management Officers and comparable Reclamation and Administrative Service Center Functions will be responsible for the following:
- Providing assurance that agreements with third parties appropriately identify the Contributed Funds Act of 1921 (or other specific legislation) as authority for depositing the funds to account symbol 14x8070 - Reclamation Trust Funds to preclude an unauthorized augmentation of funds.
- Depositing trust funds to the available receipt account (14x8070) prior to any obligation or expenditure action.
- Establishing internal control procedures to assure obligations do not exceed available funds resulting in a violation of the Antideficiency Act.
B. The Finance and Accounting Service (FAS) will be responsible for ensuring proper accounting models are maintained in the accounting system to record trust fund activity.
