Directives and Standards


Subject: Incorporation of Visual Identity into Outdoor Public Use Area Signage

Purpose: Establish directives and standards for planning, designing, and fabricating outdoor signs to ensure compliance with Reclamation’s Visual Identity.

  1. Scope. These directives and standards apply to planning, designing, and fabricating signs for outdoor public use areas on lands administered directly by the Bureau of Reclamation (Reclamation) or by another Federal or non-Federal Government partner. These directives and standards apply only to the fabrication and installation of new signs and the replacement and renovation of existing signs. Because of the variety of management scenarios at Reclamation projects (e.g., local, state, and other Federal partners) and the many universal standardized signs, there is no single signage solution.
  2. Planning and Coordination

    A. The Sign Guidelines for Planning, Design, Fabrication, Procurement, Installation, and Maintenance of Signs for Outdoor Public Use Areas (Sign Manual), dated March 2002, will be revised to reflect the new Visual Identity standards. Once revised, all aspects of the Sign Manual dealing with Reclamation’s Visual Identity will be followed.

    B. When Reclamation has sole administrative responsibility for an outdoor public use area or in instances where Reclamation has a managing partner but has retained primary responsibility for administration of a specific public use area (e.g., visitor overlooks, visitor contact stations, visitor centers, interpretative areas, administrative areas, and primary jurisdiction zones around dams), all new signage and renovation and replacement of existing signage must conform to these directives and standards, the Sign Manual, and the official common elements of the Visual Identity as presented on the on-line manual website at http://intranet.usbr.gov/vip.

    C. When a local, state, or other Federal entity has management responsibility for a public use area on lands remaining under Reclamation jurisdiction, incorporation of these directives and standards, the Sign Manual, and the Visual Identity standards will be coordinated with the partner and detailed in the management agreement between the signatory parties.

    D. In instances where Reclamation has transferred jurisdiction of certain Reclamation project lands to another Federal entity pursuant to specific legislation such as Public Law 89-72, as amended, incorporation of these directives and standards, the Sign Manual, and the Visual Identity standards will not apply. However, specific Reclamation signage needs will be coordinated with the agency having primary jurisdiction of the lands.

    E. Samples of various Visual Identity sign designs are included for visual reference on the Visual Identity on-line manual to demonstrate how signage reinforces Reclamation’s overall Visual Identity. Specific examples will also be contained in the revised Sign Manual for public outdoor use areas.

  3. Standards. All signage must conform to the common elements of the Visual Identity on-line manual, these directives and standards, and the Sign Manual. To provide consistency and a single design format, refer to the Visual Identity on-line manual at http://intranet.usbr.gov/vip for examples. All signs must comply with ADA Accessibility Guidelines for Buildings and Facilities. These standards and guidelines are available at www.access-board.gov.
  4. Responsibilities.

    A. Office Sign Coordinator. Each area office will designate an office sign coordinator, which will be a collateral duty assignment. The office sign coordinator will have the skills and capabilities to coordinate all signage needs with the local and regional Public Affairs Officers, accessibility coordinator, security officer, occupational health and safety officer, design engineer, landscape architect, and other office personnel, as appropriate and submit signs to the Regional Sign Coordinator for review.

    B. Regional Sign Coordinator. Each regional director will designate a regional sign coordinator to coordinate the planning, designing, fabricating, procuring, and installing of signs on Reclamation lands to ensure compliance with these directives and standards, Visual Identity on-line manual, and Sign Manual. The regional sign coordinator will:

    (1) Review proposed drawings or plans during the sign planning and designing stages to ensure compliance with these directives and standards, Visual Identity on-line manual, and Sign Manual.

    (2) Maintain a list of vendors that can fabricate or manufacture the required signs in conformance with these directives and standards, Visual Identity on-line manual, and Sign Manual.

    (3) Assist Reclamation offices with the acquisition and procurement process, when needed

    C. Reclamation’s Technical Service Center : Will provide technical assistance to regional and area offices upon request and, as necessary, revise and update the Sign Manual.
