I am a legally blind individual, and I heard about your proposal to install beeping traffic lights. My opinion on this matter is not a positive one. I don't think this is a practical idea. The money used to put this plan into action could be used for more necessary adaptations for the blind. For example, mandatory braille or voice output ATMs. You see, A blind person can learn mobility skills (how to cross a street) but a blind person can not learn to see what their vision will not allow them to see. I believe that if you were to talk to blind and visually impaired individuals, they would tell you that there are more important issued facing the blind community that needs to be addressed.
