Ever since the United States Congress passed the original Clean Air Act in 1955 (P.L. 84-159 dated July 14, 1955), it has been the Nation's policy "... to preserve and protect the primary responsibilities and rights of the States and local governments in controlling air pollution, to support and aid technical research to devise and develop methods of abating such pollution, and to provide Federal technical services and financial aid to State and local government air pollution control agencies ..." to implement the Clean Air Act. Subsequently, Congress also recognized similar responsibilities and rights of Tribal governments to control air pollution on lands under their jurisdiction, and created the U.S. Environmental Protection Agency to provide funding, technical support and regulatory oversight to maintain and improve air quality throughout the country.
Congress also clearly requires that Federal agencies comply with all applicable local, state, tribal and Federal air quality laws, statutes, regulations, standards and implementation plans.
