I wish to leave some comments on the above issue. First, blind persons travel freely and independently every day without such things. We use the traffic as our cues to cross streets and get around safely. Additional noise may be distracting and can cause more harm than good. If any device is used at all, it should be in the form of a tactile device to eliminate excess noise and should be placed only on intersections that have unusual street crossings or patterns of traffice. To place these at every intersection that has traffic lights is unrealistic and far to expensive and simply unneeded. Most intersections provide blind persons enough information to determine the difference between the street and sidewalks.
