I am writing this in support of detectable warning signals and accessible pedestrian signals. My name is Kevin Chinn [...] . I support the proposed regulations

that the Public Rights of Way Access Committee (PROWAC) is presenting. I am a totally blind individual, live in a large city a suburb of Phoenix Arizona. Phoenix Az. is a desert community which is very vehicle oriented. Warning strips and audible pedestrian signals as far as I can see can only enhance the safety of the visually impaired traveler. I understand that other organizations with other objectives have tried to drive their ideological viewpoint across, stating status above safety, meaning it is better to have people think you look good then too look at the safety of our blind brethren. I am sure the Access Board has tested the issue of safety and found out that is safer to use these items for travel than not too. I have lived in Chicago Il. and have traveled on the subway and El trains in that city and always wished they were in ways safer at the platform, I cross many streets in Phoenix and have used audible signals and found out for myself that they are helpful without giving up my O&M skills or integrity. I also use a guide dog, and am chairperson of the advocacy committees of Guide Dog Users Incorporated which has approximately 1200 members and chair the advocacy committee for Guide Dog Users of Arizona with around 50 of Arizonans guide dog users. Pedestrian safety is a major concern of any and all travelers, especially visually impaired travelers, all pedestrians wish to be safe and sound in their travels, why not use the resources we can to add to our safety. Myself and the organizations I advocate for support the regulations set forth by PROWAC.
