To Whom It May Concern:

The National Federation of the Blind of Louisiana is a membership organization which represents hundreds of blind citizens throughout our state.  The goal of our organization is to educate the public about the true capabilities of blind people.  We believe that blindness does not have to be a tragedy which limits one’s potential.  With training in the skills of blindness and with opportunity, blind people can be active, tax-paying members of their communities.

I am writing in reference to the recently released Draft Guidelines on Accessible Public Rights of Way.  Our organization is strongly to opposed to the installation of accessible pedestrian signals and detectable warnings at every intersection.  Not only is installation unnecessary, but it is also cost-prohibitive.  Money should be directed to fund rehabilitation programs for blind people and not to purchase unnecessary gadgets.

Thank you.

Sincerely,

Pamela Allen

President

National Federation of the Blind of Louisiana
